JUSE AND FALL OF SCHMITZ, The rise and of Mayor Schmitz, of San Francisco, trates the possibilities, and in some cases, the vicissitudes of American politics. From drumcer boy in a theater to the position of chief executive of one of the largest cities in the world is not the greatest distance that has been overcome, but circumstances connected with it are notable.

Schmitz was an orchestra leader when first elected mayor. His election seemed an accident to the shocked old line Republican and Democrats who were first defeated by the Labor Union Party in 1901, but ater it developed that he was the creator of a set of politicians of a newer school. One of the leaders under him was a king among the caroenters and another, a Swede, ruled the water front. But the greatest of the lot was "Abe" Ruef, a lawyer. Schmitz ruled serenely for one term, with clever Abe and other doing yeoman work on the side to secure his re-election and guarantee a Jong lease to the spoils of the office.

The bands played the death march with drums unmuffled. Schmitz's conduct after San Fran cisco's disaster alienated his friends and won the support of the people who had fought him. Then his new found friends deserted him when evidence of graft began to appear and his old supporters took him up again. Schmitz then decided that a European trip would benefit his health. He sailed from New York and an indictment of five counts was filed against him by the grand jury. When he re-entered the state of Cali fornia he was put under arrest, but at the ferry house in San Francisco, there were three brass bands heading a procession of welcome.

The bands played, "See the Conquering Hero Comes," says an exchange. Now Schmitz is in jail under a sentence of five years for extortion, and an Associated Press dispatch says that for the secod time he has been denied bail, pending an appeal. 00 PSYCHOLOGY OF THE TEDDY BEAR. The "Teddy Bear" Is social me nace, an aider and abettor of race, suicide acconrding to the recent admonition given by Reverend Mlcheal G. Esper of St.

Joseph's Catholic church, of St. Joseph, to the Ladies Sodality when about to give a doll fair in the aid of the church finances. With considerable justification in the primal instincts of the race, the priest said. "There is something natural," said Father Esper, "in the care, of a doll by a little girl. It is the first manifestation of the feeling, of motherhood.

And in the development of these motherly Instincts is the hope of all nations. "It is a monstrous crime to do anything that will tend to destroy these instincts. That is what the Ted dy. bear is doing, and that is why it is going to be a factor in the race suicide problem if the custom is not suppressed. fit is terrible enough that the present generation of parents in this country are leading us into grave danger by the practice of race suicide.

If we cannot awaken them, let us at least save the future generations." "Though I shall not forbid it, 1 would like it understood by all who are to participate in the event that it is my earnest desire that no one bring a Teddy Bear to add to th THE BREAD QUESTION. If figures gathered by the Depart ment of Agriculture are dependable, there will be smaller loaves of bread this year. According to reports, Eng land, France and Germany are facing short crops and the world's wheat yield will be about 300,000,000 bushels under normal. This condition is serious when the famines scourging 'Russia and China are considered. In strange contrast looms up the crop prosperity of Canada, particularly the new, western part.

All reports received dwell upon the great acreage under cultivation and the excellent condition of the wheat In a statement just received here, which was issued by Frank O. Fowler of Winnipeg, secre tary of the Northwestern Grain Deal ers' Association, it is shown that be tween five and six million acres are producing wheat in Manitoba, Sas katchewan and Alberta, and that bar ley and show an increase in acreage under cultivation of ten and twelve per cent, respectively. o0 1 1 Ethel 'Roosevelt, the second daughter, of the president is to be presented to society the coming au tumn.
