for the Issuance of school district bonds The latter he said sold Quickly and usually at a premium whereas Irrigation district bonds were hard to sell and usually sold at a discount The trouble he said with the Irrigation bonda waa first the elaborateness of procedure In getting out the bonda about forty statutes being In force second no adequate limit for bond Issuance except the Value of the Irrigation system which was not an asset because the property Itself Is the only asset and third that the Irrigation district officers levy the taxes to pay for the bonds and disburse them 8 McClatchy president of the reclamation board read a paper on storage reservoirs and stated that these were not feasible for flood control Inasmuch as they were usually above the points where floods originate Jacobs of Stockton took the opposite view and started a lively discussion on this subject Hop son a supervising engineer In the reclamation service said that Mo Clatchy waa correct in hla atatement
