discussion by the Alameda County Association at its meeting tonight In California Hall Mayor Warren OIney City Tax Collector Felton Taylor President A Jonas of the Merchants Exchange A PWsbury George Arper Stuart Booth Lowell Hardy and Walker dlscuesed the affairs of the city and county and offered some suggestion which they claim would result In improvement Mayor OIney drew a comparison between present day cities and those of mediaeval times when municipal affairs were run entirely by the tax paying burghers to the exclusion of the nobles and the lower classes He maintained that such was the fundamental principle of municipal government and urged a return to the plan of representation on the basis of tax paying only If you as taxpayers he said want to have your municipal government run cheaply and get all you can out of your taxes you must get the government Into your own hands and keep It there The old burghers who were the taxpayerr were fearful of the power of the nobles and of the corruptibility of the poor To day these dangerous elements are represented on one hand by the corporations and what we call the captains of Industry and on the other by the great unattached element in the cities which can be and Is bought by the money barons through the political bosses Therefore to reduce taxes the taxpayers must take more Interest In municipal affairs and must as far as possible control the government There is no reason why we should not have a low rate of taxation If you will elect to office men of approved character men who are capable of handling business affairs Use the same care in election that you would take In hiring a man to manage your business Taxes are high higher than necessary For both city and county purposes Jl 20 Is amply sufficient Treasurer Felton while admitting that the city tax rate Is high explained Its amount by the scattered condition of Oakland which makes maintenance expensive and keeps valuation down The remedy he suggested was the consolidation of city and county A Plllsbury declared himself In favor of high taxation on the ground that If rightly expended taxation can be too high only when It reaches the point of crippling enterprise George Arper declared that the question could never be solved without going Into politics The question or taxation Is strictly political and If you are going to solve It you must go Into politics You must use the machinery that has been found by experience to be best adapted to the purpose You will accomplish nothing otherwise The usual officeholder Is In the business for his own interests and If you want your Interests attended to you must displace him TO INVITE ALL NATIVES OAKLAND July 8 All possible efforts are to be employed by the local parlors of the Native Sons of the Golden West to bring the parlors from all parts of the State to attend the Admission day celebration here on September 9th At a meeting of the executive committee last night It was decided to appoint ten sub committees to handle the separate features of the celebration The cooperation of the San Francisco parlors has been accepted and they will act In concert with the Alameda county parlors According to the preliminary plans as many features the event as possible are to be carried out around Lake Merritt Cobbledlck was elected as chairman tof the executive committee and Garton 190 shares of stock of the firm jf Wetmore Bowen Co The stock alleged to be worth 128500 Mrs Bowen alleges that her husband who owned 30 shares of stock transferred to his father 190 shares In anticipation of the divorce proceedings that were Instituted by Bowen Yesterday Mrs Bowen renewed the prosecution of the divorce suit aft ir having left it dormant for more than two years She charged her husband with cruelty and intemperance Sha claims his property Is worth 150000 FUNERAL OF MRS CUVELLTER OAKLAND July 8 The funeral of Mrs Mary A Cuvelller wife of Councilman A Cuvelller was held at 2 oclock this afternoon from the famlly resldence at 1222 Union street The services were private only the relatives and Immediate friends of the family being present The services were conducted by Rev Jones of the First Unitarian Church and the pall bearers were de Fremery Belllngall George Ward Adams Charles Sutton Horace Miller and Louis Coatufle Tne remains were cremated REWARDS HER FRIENDS OAKLAND July 8 Friends who cared for her during her last days were remembered by Mrs Anna Wle who died on July 4th at Frultvale aged 70 years To Nick Nlckelson she bequeathes J100G to repay him for his kindness to her during her declining days Andrew Sor ensen a nephew Is left 500 The residue of the estate Is to be divided between Nlckelson and Jacob Hansen another friend who is named to act as executor of the estate which is valued at 3000 PREPARING TAX ESTIMATES OAKLAND July 8 City Auditor Breed has notified the heads of the various departments of the city govern ment to submit their estimates of the financial needs of their departments for the coming fiscal year The Auditor has until the fourth Monday In August to submit his estimates to the City Coun cl to be used In preparing San Francisco and John Howard Jr son of John Howard of Vernon Height The announcement is mad but a fsw days previous to the marriage which will be solemnized at St Lukes Church Across the bay on Tuesday morning of next week The wedding to be entirely without ostentation on account of the Illness of Miss Norcross mother and will be witnessed by only the Immediate families of the young people After honeymoon of several weeks the youn people will return and will temporarily make th lr home with Mr and Mrs Howard until their own home Is furnished Mr Howard Is well known on this sld of the bay and holds a responsible position in his fathers company Miss Norcross has come recently to San Francisco from San Luis Obispv her brother Norcross being secretary for the Western Fuel Company 2i days for ba Ing absent from duty on the Fourth of July when all members of the department were supposed to remain in iho engine houses Chief Ball brought th cases before the Board John Bell a member of the Police Court jury which on Wednesday convicted Babeno a bartender In a saloon at Third and Market streets of selling liquor to minor glris addressed a letter to the Board calling attention Babeno conviction and suggesting thu the Board should take away the license of the saloon The matter was referred to Chief of Police Hodgklns with instructions to present the case to the License Committee of the City Council Porter Post of the Grand Army of the Republic brought forward an objection to the use of a portrait of President Roosevelt on billboards in an advertisement of a brand of OAKLAND July 8 Cupld and Justice came Into conflict to day In the case of Prince Ramina Aramancha Sengh who had arranged to take as his bride Miss Mabel Falkef after he had disposed of his case before Judge Greene Justice asserted her rights and Cupid was compelled to retire temporarily The Prince was out on 250 ball when he made his matrimonial arrangements He appeared before Judge Greene this morning to pead to a charge of grand larceny He Is aocused of having Btolen 65 from one of the employes at Chris Buckleys summer home Ra venwood near Livermore Prince Sengh who is known In the ordinary walks of life as Julius Steinberg entered a plea of not guilty Judge Greene then increased his ball from 250 to 500 Not having the necessary money with him the Prince was compelled to go to the County Jail while his friends sought to obtain the additional money required for his release Consequently the marriage ceremony had to be postponed The Prince claims to be a son of the East Indian Rajah who about forty years ago presented the famous kohlnoor diamond to Queen Victoria and who In 1890 was banished from India for Inciting a mutiny against the British Government He claims to be an astrologist masseur and teacher of voice culture He was employed by Chris Buckley as a masseur Prior to that time he had occupied rooms at 105 Ellis street San Francisco Regarding his contemplated marriage he said We would have been married this evening If this little difficulty had not arisen Now I suppose wfe will have to postpone the marriage until my case is disDosed of I did not anticipate that there would be anv trouble In the matter Miss Falker Is a daughter of well to do parents In Boston which Is the center of culture and refinement In this country In this part of the country refinement Is not appreciated I first met Miss Falker when I was studying at a school of elocution and voice culture in Boston where Miss Falker was an assistant She came to San Francisco shortly after I arrived there We have decided to be married and go to London and open a studio there It was Miss Falker who furnished the 250 ball money on which the Prince was first released from the County continued sentence untI to morrow In order that the girls parents may be communicated with DEATH CALLS FOR AN AUSTRIAN PATRIOT ALAMEDA July 8 John Vaclav Bima who was one of the patriots in the uprising In Austria under Kossuth participating In the revolution of 1848 died this morning at the home of his son Frank Bima not Court street He was a native of Bonemia aged 70 years and had lived here for the past seventeen years Besides his son he leaves a widow Mrs Katherlne Bima who Is an invalid and is now confined to her bed by illness at the Bima residence Death was due to cirrhosis of the liver after an illness of six months Mr Bima came of the family of Von Bima of Konigrasse Austria In the wave of patriotism which spread over the country when Kossuth made his memorable appeal to arms Bima who was then a young man left the University of Prague Bohemia to shoulder a musket In his countrys cause He was captured but later escaped from Bohemia to New York city arriving In this country In 1849 After the amnesty to the rebels he returned to his native land on a visit Deceased was a colleague of the Austrian Consul at San Francisco Francis Korbell having been a student with him at the University of Prague He was a member of the Bohemian Benevolent Association and other Bohemian orders with which i he had been prominently Identified The funeral will take place on Sunday and will be private GIRLS CLIMB HIGH FENCE AND GET AWAY ALAMEDA July 8 Because they fretted inv confinement behind the high fences two young girls Miss Viola Kitchen and Miss Clara Sloan made their escape yesterday from the California Girls Training Home at the West End The girls who are about 15 years of age waited until evening for their opportunity when they scaled the fifteen foot fence which surrounds the grounds and dropped to freedom Their feet and ankles were bruised from their leap but this did not prevent thejr escape The runaways went to the beach and made thalr distance four attempting to fix a telephone wire at his home at 1820 Thirteenth avenue is to be held on Wednesday evening The funeral Is to be held in Haywards where the deceased and his family resided until a short tins ago It will probably be held under the auspices of the Masonic Lodge of that place Horton was a steam fitter by occupation and tor several years had been employed In San Francisco but It was not until the death of his uncle and aunt Mr and Mrs Liberty Perhani that ha left Haywards and took up his residence In this city Perham and his wife were pioneer residents of California and Haywards Mr Perham was an enthusiast on the subject of plant life and after securing a competency settled down to the prosecution of the study which most Interested him Nearly two years ago he died and his death was quickly followed by that of his wire of more than a half century Their estate a snug one went to Horton who continued work at his trade but moved to Oakland and established himself and family In a neat home He was of a cheerful disposition and had many friends in Haywards and Oakland as well An Investigation is in progiess in an attempt to ascertain the exact manner in which Horton received the shock which caused hi death but no rrWe plausible explanation has been offered than the one advanced by linemen who removed the death dealing wire They hold that when Horton loosened the wire In an attempt to stop the ringing of the telephone In his house the slack In the wire permitted It to touch a near by electric light wire and as he picked up the end of the wire to lover of the water and a great many other people too GIVEN ANOTHER CHANCE OAKLAND July 8 Annie Larsen the young woman who attempted to end her life bv hanging herself In a cell in the City Prison two days ago was a lowed to go to day with her father for one more chance to reform and keep herself out of jail Police Judge Samuels released the woman on the same conditions on Wednesday but she was bak again In a few hours with charges of vfrgrancy and drunkenness against her The Court decided to day to give the woman one last chance and again suspended sentence MARRIAGE LICENSES OAKLAND July 8 The jewelry worth 60 AGITATE BIG IMPROVEMENTS BERKELEY July 8 The North Berkeley Improvement Club In Its meeting last night took actldh bn three Important movements for that end of the town A committee will be appointed to act for the club In securing active co operation among other sections of the town In bringing enough capital together to build a large modern tourist hotel for Berkeley Steps were also taken toward getting the Key Route to extend Us service to North Berkeley instead of having It stop at East Berkeley as at present The third agitation which will be pressed Is the removal of the high power wires of the Bay Counties Company from the poles along Grove street and through North Berkeley This Is to be done either through Installing an underground system or throuxh changing the route of the wires so that they run along the foothills SURVEY NEW BOULEVARD BERKELEY July 8 Surveyors commenced this morning laying but the new boulevard which is being1 planned for the Berkeley foothills district and which is Intended to serve as a highway and picturesque driveway from the north end of the town to It southernmost limits The surveys are being made at a point beginning at the southern end of Warring street running across the Garber and Palache properties and coming out at Claremont avenue Ultimately the boulevard will run along Piedmont avenue behind the University of California bund Ings out throdgh the Scenic Park Tract and stopping at Spruce street CONTESTS WILL OF LATE UNCLE Mrs Mary Wright Begins Suit to Obtain One third of Estate of Late Henry Heyland Oakland Branch Offlee of the Ohronlele 1160 Broadwaj near Thirteenth atreet OAKLAND July 8 Mrs Mary Wright instituted a contest to day to set aside the will of her late uncle Henry Heyland who died on June 4th leaving the bulk of his estate valued at about 20000 to about thirty relatives and friends Mrs Wright Is niece If the will is set aside she will be entitled to one third of the estate She was bequeathed only 5250 Patrick Dinning a nephew was left J2CO0 Hi sisf Bridget Dinning was left 250 They both live In Ireland Each will receive one third of the estate If the will Is set aside In her contest Mrs Wright attacks the validity oi thr will and alleges that her uncle was mentally Incompetent at the time he signed the Instrument He was 85 years of age at the time of his death He executed his will on April 20 1903 The Instrument was signed by the testator by making his mark he being unable at the time to write his name Col vln and Harwood acted as witnesses About two years ago Mrs Wright Instituted proceedings to secure letters of guardianship over her uncle He contested the proceedings and succeeded In convincing the Court that he was able to manage his own affairs Testimony was introduced showing that he believed he was surrounded at night by fairies and that to keep them away he would sprinkle water around his bed In other matters however the aged capitalist appeared to be perfectly rational and competent to take care of his affairs The estate consists of a quarry at the end of Thirteenth avenue and other real property In this city By the will various sums ranging from 100 to 2000 are bequeathed to relatives and friends In this country and Ireland Twenty seven specific bequests are made In the Instrument Mrs Wrights three children are left 100 each NINE YEAR months ago on account of alleged abuse and beatinsE His mother had recently died After wandering about in this city the boy finally found shelter at the home of Gibson in Frultvale Two weeks ago Gibson became ill acording to the boys story and he was told that he had better return to his father The boy eays he went to his fathers former residence but was Informed that he had left without paying his bills Returning to this city the boy found shelter In various places until last night when hunger and weakness compelled him to apply to Constable Tom Carroll for assistance The Constable gave him shelter for the night and this morning took him to the office of the District Attorney Deputy District Attorney Everett Brown had the little fellow placed in the West Oakland Home while his story is being investigated PETERSON GETSVACATION OAKLAND July Police Captain Peterson was granted a leave of absence to day for thirty days with pay at the reguiar meeting of the Board of Pollceiand Fire Commissioners Captan Petersbn is in 111 health as the result of six years of night duty and a monh ago was given the day watch in the hope that it would allow him to recover As his condition has not shown the Improvement that he expected Cao tain Peterson asked for a vacation which was granted CLERGYMAN 13 ARRESTED OAKLAND July 8 Rev Balrl pastor of the Asbury Methodist Episcopal Church got into trouble this afternoon for riding his bicycle on the sidewalk Policeman Sill arrested the clergyman but released him on depojt of the customary 2 ball STRANGER VICTIMI SAUSALTTO CHANTS SAU8ALITO July 8 An oily tongued stranger wandered into Sausallto yesterday and left an order with a printing establishment to print several little blank books which he said were to be used by the employes of the North Shore Railroad to keep their time In He paid the small sum required and received a receipt which he was careful to have read In full for printing time books He then took a dummy book and sought all of the principal business men in town After flashing his receipt for the printing he explained to each of them that he was doing the work at the Instigation of the railroad and wanted the advertisements of four of the towns representative citizens on the covers of his book He succeeded in getting about a dozen of them to contract and pay for the front cover of his little tinTe hook He then went to San Francisco for luncheon and forgot to return CHARGES SOLDIER WITH THE MURDER OF OLIVER Insulting Words on Monday Cause a Blow Fatal Three Days Later Frank OConnor was booked at the City Prison yesterday charged with murder of Kid Oliver on the evening of July 4th OConnor is a soldier from Alcatraz and with James ONell and William Parish comrades in arms was passing Stockton and alleges that on and after November 19 1903 and upon many occasions thereafter he attempted to purchase fruit and produce from members of the wholesalers association among whom were the firms he names as defendants and that he was refused stocks with which to carry on his business though he offered cash payments at market prices He sets forth that the retatlers organization placed hls name on th black list which was circulated among the wholesalers and In accordance therewith the boycott was levied against him By reason of this boycott Graves continues he was unable to carry on his business Counties and Saves State From Having to Return Million Dollars A tax decision affecting all the counties and Involving a matter of approximately 1 1000000 in possession of the State was made in Sacramento yesterday by Judge Hughes It was In a test case known as Honneycutt vs Coleman Honneycutt as Auditor of Madera county was suing Coleman as State Controller for the return to Madera county of JS000 alleged to have been Improperly paid by the county as a pro rata on delinquent taxes during several years The State Controller claimed that the collection and payment of the money was perfectly proper and that the long existing method of distributing such funds from county to State was the correct one Many other counties some of them with large amounts at stake were wait ing the decision in this Madera case before beginning action to recover from the State The whole amount probably collected by the State was said to be in excess of J1000000 and a decision adverse to the State
