Matsunaga predicted last night that if President Nixon is impeached by the House of Representatives, the President will resign before he is tried by the U.S. Senate.

Impeachment will result in a "decided change in attitude" in the Senate which will make clear that there will be enough votes in the Senate to remove the President from office, Matsunaga said. "At this point, the President will resign to save himself and his family from the agony of a long trial in the Senate," Matsunaga said. HE SAID he believes the House Judiciary Committee will have an impeachment resolution before the House by the end of August "and that the House will then proceed to impeach the President." The Senate's "change in attitude" will make it clear that there will be a two-thirds vote for conviction, and the President will step down, Matsunaga said. Matsunaga spoke last night at a "Get to Know Your Candidates' program sponsored by the Young Voters of Hawaii in the University of Hawaii Campus Center Ballroom. His remarks about President Nixon's resignation were in response to a question by Neil Aber-crombie, a State House candidate who referred to the President as a "felon and detriment to the body politic in this country." EARLIER, Matsunaga had said that the open way the Watergate scandal is being handled "will prove to be evidence of the strength of our system." More than 20 candidates spoke last night, including four candidates for governor Republicans Randolph Crossley and Joe Hao, Democrat David C.

McClung, 'and. William "Red" Oili, a non-partisan. Mayor Frank F. Fasi and former Lt. Gov.

Thomas P. Gill, the two other announced Democratic candidates for Governor, did not attend. Lt. Gov. George R.

Ariyoshi, also expected to run for Governor, was also absent. CROSSLEY said a vote for him will be a vote for "honesty, integrity and efficiency in governments" He said he has been "creating jobs" here in his various business enterprises ever since he came to Hawaii 45 years ago. Hao challenged the 100 or so persons present to make sure they are voting for "an honest man." McClung cautioned against candidates who have "instant solutions" in such areas as mass transit or housing. Oili said he favors a four per cent hotel room tax, with two per cent of this revenue returned to the district where it was produced, one per cent going to education and one per cent going into the general fund.
