Status checks are made every two seconds and information is updated normally at either 4 seconds or 5 minutes depending on the needs as calculated by the computer. The SCADA computer retains in its memory system the status of each facility and if conditions change, it notifies the operator of the change. So, the basic job of the SCADA system is to gather the data from the remote installations and alarm the operator of any abnormal conditions at these locations, and also to maintain supervisory control of local electrical facilities. The PCC is designed to be selective and picks up what relates to systemwide facilities.

The two examples of system disturbance cited earlier can, and do happen. With the old system, which is being phased out, all local system operators have to rely strictly on manually logging the values from metering equipment located in control rooms or actually sending personnel to installations in the field for measurements. In many cases, it can be too late to take corrective action, with the result that some emergency, and perhaps damage, could develop. Since equipment damage generally is caused by overloads, the new system is a big step forward in helping reduce this problem. The SCADA system will have great value in determining more accurately electric power needs By gathering data and calculating the requirements before the season of highest energy use, the computer will be capable of telling system planners what the future needs will be.

District Council of the Holmes Safety Association will meet at the U.S. Bureau of Mines Office, Moyer Building, Queen Avenue, Schuylkill Haven, on February 14, at 7 p.m. A film entitled "Electrical Equipment-Master or Servant" will be shown. Because of the increased amount of electrical equipment used in mining, accidents caused by electricity have increased. A Bureau of Mines scientist demonstrates how electrical equipment, such as switches, heating coils, defective wiring, light sockets, motors, can act as ignition sources to cause fires and explosions in gaseous atmospheres.

The use of permissible, explosion-proof equipment is demonstrated, showing how ignitions are prevented, also, precautions are outlined for working with electrical equipment. A discussion will follow the film relating to accidents in the anthracite industry in 1972, utilizing an overhead projector and transparent diagrams of recent accidents. All members of the Holmes Safety Association in the area and other interested persons are urged to attend the meeting. A local system operator at Hazleton, alternately scans his "television" monitor and the wall-to-wall green system mapboard showing a section of the complex major electrical facilities in service area. Suddenly he is alerted by an alarm.

A problem has developed at a major installation. He turns to his TV monitor and the name of a substation appears, indicating the problem area. Turning to a colorful and orderly control panel module, he activates a switch which produces a drawing, or schematic, of the substation on the monitor. Various colors on component locations immediately pinpoint the problem area. He next moves a cursor (white light) on the TV monitor, using a trackball to the trouble area, and then initiates corrective action using the trackball and control panel push-buttons.

Within a matter of seconds changing electrical values appear on the screen and the problem is corrected. The situation was blamed on a windstorm that tripped a distribution line. This caused a circuit to lock open at the substation, which triggered the alarm. Instead of sending a man out Hobbs named to senate committees Sen. The SCADA systems essentially will be responsible for supervisory control of the transmission lines, 230.000-volt and lower, combustion generators and substations while the PCC will have direct control over large generating plants and major substations. The overall system will maintain a close intertie with the Pennsylvania-New Jersey-Maryland (PJM) Interconnection power control center and eventually will be tied in with corporate computer center. The backbone of the SCADA system is made up of a primary and backup computer and an assembly of modules containing the four -color TV monitor, similar to a home set-technically referred to as a CRT (cathode ray tube) display. Other components are printers, logging equipment and other related electronic devices. The backup computer would automatically step in if the primary unit fails.

Information collected at the remote stations by local system operators is analyzed over the CRT. If the operator must take some form of action he gives the instructions over the CRT and the computer follows direction. Printers are used to convey reports from the computer and rapid access discs retain data which is too bulky for the computer's main memory. A Vast Memory System The computerized system can be considered as a vast memory warehouse that stores data and reacts to a collection of information involving power flow in our electrical supply system. Phone (717) 273-2616 PHILADELPHIA (UPD-The Philadelphia School Board voted Monday to hire at least 1,200 long-term teachers to staff schools closed by a five-week strike. The move immediately was branded as "strike breaking" by angry leaders of the Philadelphia Federation of Teachers (PFT), who predicted the action only would prolong the strike.

"It confirms the strike-breaking attitude the board has had from the beginning," said PFT President Frank Sullivan. "There is no question this will prolong the strike and increase the bitterness and tension involved." About 240 of the system's schools, manned by skeleton staffs, have remained open during the strike. The substitutes would be hired to staff the 45 schools that have remained closed. About 2,500 teachers would be needed to staff the schools fully, but district officials said the schools could open with half that number. Under the new policy, the board would consider hiring anyone with three years of college level work.

The board, at its Monday meeting, also raised the possibility of eventually filling the positions of striking teachers. "It may be very serious considered in the near future if the strike goes on for a long time," said school superintendent Matthew Costanzo. After a three-week walkout last September, school officials said they had used all available "strike days" and had no alternative but to try to keep the schools open or face a loss of $1.2 million a day in state aid..
