Hours Under Forced Draft Jhe Hakes Eighteen and One Eisrhth Knots ill the Experts Satisfied Special Dispatches to the Ckvoxich Los Axuxxxs August 2 The Charleston hu accomplished a feat which probably has never been equaled by any other man of war of any navy of the world She made the official trial run of six C0DccutJTe hours under forced draft and developed the average speed of eighteen and one rizbth knots per hour Her machinery worked to the entire satisl action of her builders and also of the Government representatives aboard and there can be no doubt she has filled the requirements of the contract and will soon be accepted as a valuable acquisition to the new American nary During the first two hours of her run the sea wa very rougb and witn every roll of the vessel her profilers mere lifted out ot the water and the en gines raced with great rapidity ox withstandLni the severe strain upon her machinery not a hitch occurred at any rirue The engines made an average of 116 revolutions per minute and though official calculations as to the horsus power cannot be made for some time vet no doubt exists in the mind of any one on board that she has developed more than the required C000 The approximated development was at least 0700 horse power Though the official test was limited to four hours the builders concluded to run her two hours longer and at the close of that time there was no indication that she could rot have continued the trial half a day longer If necessary When the trial was concluded last evening at 7 oclock It was found that so much coal bad been used since the cruiser left San Francisco Wednesday morning that it would be necessary to go to San ledro to obtain a sufficient supply to make the return trip The Charleston accordingly went on to San ledro and arrived a few miles off the harbor about midn ght where she encountered a thick fog which did no clear away until a oclock this morning when she entered the harbor and anchored about two miles off shore It was nearly 10 oclock before mere was any communication with the shore he will coat at once and leuve here at i oclock this afternoon arriving in ban Jrancisco Sunday night or Monday morning The Charleston remained in San Pimeon bay all day Thursday during which time her machinery was thoroughly examined and repairs made on certain portions in which slight defects were found on the lrevious days run This reparation for her severe test was entirely under the supervision of Chief Kngineer lobert lorsythof the ion Iron Works The naval representatives aboard the cruiser attribute to him great credit lor the splendid ruu tu dav At 10 oclock yesterday morning the Charleston left her moorings and put to sea the steamed slowly down the coast making about twelve knots an hour Irving Scott general manager of the Union Iron Works had announced that he intended to give the cruiser her official trtl in a few hours A strong northwest wind was blowing and the sea was very rough The conditions were not considered at all favorable and one member of the naval board appointed to conduct the trial attempted to dissuade Mr Scott from making the run at that time The latter however ex pressed cou tidence that the vessel could stand the trial even tinder such adverse conditions and he Mated he would be ready at 1 oclock to make the lour hours run tinder lorced urait The Charleston was ne3r Port Harford and standing well out to sea at 1 oclock The pressure had been gradually increased ahd at that hour the propellers were making 100 revolutions per minute At 12U oclock Commander Wcnbani gave the signal and the official trial commenced The wind anJ eea which were on the starboard quarter had not abated in the least Waves were rolling in irorn tha pen ocean and gave the cruiser a test as to her sea going qualities almost equal to that which she received when passing out the Golden Gate on her jirst trial trip last May The seas broke over freeboard on the bow and over the starboard side of the vessel at one time sweepineover the boat hanging from the davits several feet above the starboard rail This continued during the whole of the first hour and ait tne time tiie Charleston was rolling lrom side to tide making it uncomfortable for everv one aboard The roll of the ship was nineteen degrees and every time she gave a lurch to the leeward the blades of tho starboard propeller were lifted out of the waer and the engine rnroi i resistance was thus decreased A number of persons aboard crowded upon tho after freeboard and watched the propellers revolve with the Charleston the Japanese cruiser Nani wa kan made an average ot 189 10 knots over a run of a measured mile but the Charleston developed almost tbe same rate of speed over a course of nearly 109 miles During the short run last Wednes darwhen a temporary disarrangement of the machinery caused a suspension of the trial tbe Charleston at one time made a rate of OTer nineteen knots thus developing a speed superior to that of ber prototype Yesterday she demonstrated the severe and constant test to which her machinery could be put Naval engineers now on the Charleston express decided opinions as to the 7000 horse power claimed for the Aamwa kan and do not hesitate to say the Japanese cruiser never showed that development A chief engineer of long experience in tbe navy said that it was impossible for cylinders the size of thoe of the Naniwa kan to develop that amount of horse power He also declared that the Charleston would have no difficulty yesterday in developing 8000 horse power if the thip had been large enough to be provided conveniently with cylinders of sufficient size to use the steam which was being nude in tbe present boilers He expressed tbe highest admiration of the Charlestons behavior yesterday and declared that she had developed iliejrequlaite horsepower and tilled all tbe requirements and that her record had never been equaled by any other man of war Considerable excitement prevailed on tbe Charleston during the trial Such a high rate of spec tad not been experienced by but few if any of those aboard The whole ship seemed to quiver under the force severe strain upon all the men who were obliged to be in the engineengine room and firtroom Tbe atmos Ebere was stifling owing to the intense cat from the furnace and the fact that the hatches liad to be covered with canvas to keep the flying cinders from the machinery A corps of naval engineers was stationed in various localities in tbe engineengine room taking data for computing the horse power The men in the Cre room suffered more than any one else Coal was poured into the furnaces for six long hours and the men never left their posts tor a moment in all that time The black smoke rushing from the funnel showed the desperate efforts which were being made below and the smokestack was so hot It burned the faces of persons passing near It When the trial was over the first sound beard upon the vessel was the loud cheers of the men in the fireroom and in a few moments as many of tbem as couldbe spared came rushing up the ladders with smoke begrimed faces and renewed their demonstrations on deck Irving Scott was ihe recipient of many congratulations from the naval officers and the members crowded around and gave him a cheer It is impossible at this time to ascertain the development of the horse power yester day witu any degree ol accuracy Calculations will not be made for some time upon the data obtained to day but approximations as made by tbe naval engineers indicate a development of 62C0 horse power by the main engines to which GOO is added for the auxiliary engine making a total development of 6700 This figure it is claimed win be witmn tne limit Mrs Terry was actively engaged in attending to her business affairs yesterday She arose early in the morning and at 10 oclock took a light breakfast at ber hotel After a drive through the park with ber friend Miss Green she returned to the city and went to the office of James Maguire where she remained in consultation with Attorneys Maguire and Turner for the greater portion ot the day The lawyers were not communicative in regard to their work for the day bat Mr Maguire said The most of the business that we have done to day ws In regard to the private affairs of Mrs Terry with which I do not think the putlic have anything to do Nothing will come up until next Tuesday for which time tbe hearing was set The most sensational development in the case yesterday was a letter from Governor Watcrmin to tbe charge against him be dismissed The highest and lowest when accused are alike entitled to this immunity at the hands of a fair minded people whose servants we are If any evidence should come to light hereafter implicating any person in this matter of fib much gravity and which has occasioned so much regret your discretion to proceed under a new cO iu plaint is not sought to be controlled nor is this letter designed to have any bearing whatever on the case of tbe other defendant Attorney Turner when seen at his hotel last evening was naturally exercised over the letter trom Governor yesterday was satisfactory and that the boilers engines and machinery worked admirably He stated that the approximate calculations chow a development of C700 horse rower and thit the cruiser made a speed of eighteen knots an hour OFIIO AT WASI1INGTOX Secretary ITalker Pleated Another Trial rrobalile Washington August 24 Acting Secretary Waiker this afternoon received by telegraph the following official report upon the performance of the new cruiser Charleston upon her trial yesterday The report is from Commodore Benham president of the trial board dated August 21th and reads thus The official trial of the Charlestons engines and boilers was finished yesterday afternoon Probable average total horse power 6700 maximum revolutions for one hour 1166 10 average revolutions for four hours 115 vacuum never below 24 The ships draft at starting the trial was sixteen feet eleven inches forward nineteen feet aft A continuous speed by log of eighteen knots was maintained The ship was actually under forced draft for six and one half hours The performance of tbe machinery and boilers was admirable During the entire period it was not lound necessary to slow nor was there any heating Commodore Walker expressed himself as highly gratified with the result of the trial He says the smooth run I nine ot the machinery under the trying conditions of forced draft tor so long a time and the continuous high speed maintained stamp the Charleston as a vessel without a superior It will be noticed the vessel showed 6700 horse power while the contract requirement Is 7000 Tbe design contemplates a speed ol eighteen knots This appears to have been realized although there is a discrepancy In the horse power which if this trial should be accepted as final would subject the contractors to a nenaltr Consequently the engineer officers believe another trial Will be bad and that With the machinery made smooth and with the experience gained in the preceding trials tne vessel filed in the habeas corpus proceedings a sworn statement charging White with entering into a criminal conspiracy for the purpose of getting Held in Stockton unaer forms of law that he might be foully dealt with The charge ot con spiracy is one of the gravest crimes known to the law and it is due to Mr White to allow him to deny under oath those charges in the very proceedings in which they were made and to compel Justice Field to prove their truth or failing to do so exonerate Mr White This he cannot do if the complaint isdismissed in the habeas corpus proceedings aud there would remain of record these horrible charges sworn to by Justice Field and undented by Mr Wtute Any lair minded man can see that this would be an outrage upon a young man who is Just rising in a professional career alleged felony 1 charged with having been committed I get that from an opinion rendered by Justice Field in the case of the United States against Klrby 7 Wallaces Reports page 486 Continuing he said In the case oi Tennessee against Davis found in Tenth Otto Reports page 302 the same Justice indorses the doctrine that persons accused of capital or other infamous crimes must be indicted by a Grand Jury and for the oQense hahey must be tried in the State where committed bus attention is not called to any article or section of the Constitution that forbids that a Federal officer shall be tried in a State court tor murder com milted in an open State against the peace and dignity of and contrary to the statute defining the offense In my opinion the above is a terse and lucid enunciation of the law Mrs Terry could think oi nothing new to say but said that she had embodied her ideas in a dispatch which she had just sent to Attorney General Johnson It read as follows Attorney Qtntral Jokmon punishment the law lays down for such crimes There is no law to say that Field shall employ assassins and with his hands reeking and dripping with my husbands hearts blood to authorize the Governor of Suggested Be stations to the President A monster mass meeting was held last night in Metropolitan Hall under the auspices of the Council of Federated Trades to protest against the decision rendered recently by Secretary of the Treasury Windom in the matter of Chinese in transit across the United States Mayor Pond presided and before Introducing the speakers said FellowFellow citizens Less than a year ago Congress passed the Exclusion act after years of agitation from this coast and we then believed that the Chinese question was settled but under a recent ruling of Secretary Windom the subject has been again thrown open and we are about to be flooded with Chinese under the guise of tourists We have been called together to night to see if we cannot do something to annul that ruling Mayor Pond then Introduced Congressman Morrow who after reviewing Chinese exclusion reached the Scott Exclusion act which hesald failed in two thiags the transit privilege and the corans in of Chinese from Canada and Mexico across the borders He also said that in his opinion the acts of 1880 and 1SS2 were quite sufficient to keep Cbinese out if honestly Interpreted However as they did not seem to have the desired effect he suggested that as next year a census would be taken the Census Marshal be instructed to issue to all Cbinese a certificate as to business family residence etc and so whenever a Chinese could not after ward produce a certificate he should be kicked out of the country Mr Morrow said he would advocate an appropriation from Congress to enforce this law rfc Tobin the Labor territory of the United States are of a character directly In opposition to the provisions of tbe laws of tho United States and whereas we have every reason to believe the decisions so rendered most result in an entire nullification of auy restriction laws yet passed knowing as we do the utter un reliability of Chinese to carry out their part of an agreement In which they are interested be it therefore Rwolrid That we tne citizens of San Francisco in mass meeting assembled do most earnestly and seriously protest against such decisions and call upon the present Administration to at once tito the necessary steps to render the decisions above referred to null and void JtesoJred That copy of these resolutions be sent to tho President of the United States and the Secretary ot the Treasury Attorneys and Chapman yesterday filed their brief in the Ah You case with the clerk of the Supreme Court Tbe stipulation of facts agreed uponbetween Chapman and the Dis nct Attorney sets forth the familiar facts that the charter became the organic law of Oakland February It 1889 that Alexander Laldlaw was elected Police Judge under its provisions that on July 21th Ah You waS sentenced Dy tbe said Judge etc This is the case wherein the right of Judge Laidlaw to hold office as Police Judge under the new charter is to be contested as on the matter the general law and the charter conflict Tbe Messrs Chapman contend that the Police Court under the charter is not a legal court and that it has no authority or jurisdiction over the prisoner In question therefore the petitioners request that the prisoner be discharged and the Police Court under the new charter abolished COCJJTT SCHOOLS Teachers Institute Petition far a iitw District County Superintendent of Schools llsher has commenced to maxe arrangements for the County Teachers Institute to be held at Hamilton Hall on the 2d 3d and 4th of October Mr Fisher intended to have Professor Mnnroe present to organize the institute but has been informed that that gentleman cannot be present On the brat evening of the institute tbe county teachers will give the city teachers a reception John Campbell and others have petitioned for a new school district west or Liivermore nui no action can be taken on the petition until after January 1st according to the new state laws The County Board of Education will bold a Lake about 0 oclock last evening at 5 Mason street Wilson bad started np the stairs to call on a female acquaintance when he met her coming down in company with Rigden A scuffle followed during which Wilson drew a pistol and presented it at Rigdon who pushed it aside Wilson again presented his revolver ahd pulled the trigger but the hammer fell upon the finger of Meo Marich the brother of the
