Kennedy struck particularly at a statement by House GOP Leader Charles A. Halleck of Indiana that perhaps a $3-billion saving in I defense outlays could be achieved 1962 at $455 million, up about $19 million from the year earlier level.

Profits rose about $5.1 million to $65.1 million. Earnings on the present net value of plants improved slightly from a 1961 level of 5.29 per cent to 5.31 per cent last year. Operating expenses climbed to $164 million from the 1961 figure of $152 million. Plant construction. costs slipped by $4.6 million to $121.3 million.

But the company's total plant investment reached a record high of $1.43 billion. The number of telephones op erated in the state rose to 4.5 million, up about 143,000. The percentage of homes with telephone service hit 87.3 out of every 100 a gain of about .4 per cent. The statewide annual payroll added up to $190 million, a jump from 1961. At the same time, however, the number of employes dropped from 31,223 1961 to 30,304 at the end of 1962.

As the year closed. Bell had 18,621,000 miles of wire in the ground and air across the state, an increase of about 756,000 miles. The average volume of calls handled in a day increased from 18.6 million to 19.4 million. The total is up about 6Vi million from 10 years ago. County, Known as the Warren Miller Butcher Shop and Farm. The President noted that his budget advisers already had reduced the money requests by the three armed services by' $13 billion and said, "There are many hard decisions made in reaching the figure we reached." Halleck, without giving details, suggested last week that a cut "upwards of $10 billion" in new appropriations requested this year should reduce spending by close to $5 billion in the fiscal year starting next July 1. Republicans on the House Appropriations Committee said Monday they would seek to cut from $10 billion to $15 billion from administration spending plans. This brought a snort of "wild claims" from House Democratic Leader John W. McCormack of ITir-c-nnlnirrttir nnil Carina mauiuoio CratlC Leader Mike Mansiieid Oil Montana.

They challenged the Republicans on Tuesday to be specific about how they would accomplish the cuts. Before the President's news con ference. Republican Senate Lead er Everett M. Dirksen of Illinois joined the fray. He said the Presi dent and his Democratic congressional leaders are off the beam in contending the Republicans want to cut spending by $15 billion in the coming fiscal year.

"We have put no price tag on our economy program," Dirksen told newsmen. "We are trying to so about it as scientifically as pos sible to make some substantial reductions in the budget over the next thre years." Dirksen said he believes an ini-. tial saving of $5 billion can be achieved. As initial targets he namea DHLS IU: 1. Poultry Hatchery Equipment, Buckeye Special to The Morning Call PHILADELPHIA The Bell Telephone Co. of Pennsylvania reports success in 1962. The company spent more money yet earned more than in 1961. Operating revenues and profits rose substantially. Spending increased moderately.

In his annual report to stockholders. President W. D. Gillen pegs operating revenues during Savings Loan Tallies Show Balance Gain Special to Th Morning Call PITTSBURGH Insured savings and loan associations in Lehigh and Northampton counties fared much better in January of this year than they did in January 1962, the Federal Home Bank of Pittsburgh reports. New savings accounts totaled $1,345,000 this year.

Withdrawals totaled $1,305,000 leaving a net balance of $40,000. The story was far different last year, when withdrawals were $137,000 above savings. The report covers seven savings and loan associations in the two counties. The seven represent 97 per cent of total savings held by associations in the two counties. The volume of loans handled by the associations during January flipped from $662,000.

a year earlier to $616,000 in January. Investor: If Capital Loss By WILLIAM A. DOYLE Question I read in your col- umn that, when a person buys stock and that stock later becomes worthless, the person is allowed to report the cost of the stock as a capital loss on the income tax return he files for the year in which the stock became worthless. In 1945 I bought 35 shares of Kaiser-Frazer Corp. stock at a cost of $490 Doyle and in 1949 I bought another 35 shares of the same stock at a cost of $220.73 for a total cost of $710.73.

In March 1956, a new company called Kaiser Industries Corp. was formed and my 70 shares of Kaiser Frazer automatically tje- came only 17 shares of Kaiser Industries. Can I file an amended income tax return for 1956 and claim a capital loss for the big loss I suffered? Answer No. This is an entirely different situation. Your stock didn't become worthless.

It lost a great deal of its market value. But it still has some value. Kaiser Industries common stock is now trading at around $6.25 a share. So, your 17 shares now have a market -value of some $106.25. Unless that stock does become worthless (and that seems unlikely) you can't report a capital loss resulting from your investment becoming worthless.

If you sell those 17 shares, the difference between the price you receive and tne you paid: for the 70 shares will be a capital loss. You would, of course, report that capital loss on the income tax return you file for the year in which you sell the 17 shares you now own. The Kaiser Industries history is quite complicated. You also wrote that it is possible to file an amended income tax return back as long as seven years in such cases. I believe you are wrong.

The Internal Revenue Code states that amended returns must be filed within three years. Correct? Answer Not in the case of worthless securities. In most cases amended income tax returns must be filed within three years But there is a special provision for worthless securities In such cases you are allowed to file an amended return within seven years after the due date for filing the original return.
