monopoly store paying or three prices and undergoing pr vatioaa nnknowB to the average pioneer When the water came the company was anxious to sell at a low price to anyone who could buy in any labor and money on their care before any returns could be realized The company while subsequently very forcibly ureing its claims to a high price for water Because of their large investment totally ignored an equally valid claim of the cultivators At this time water was sold try the miner inch VI ater Is measured first by the height Of the source of supply above the point at which it is permitted te emerge on the land of the purchaser by means of a small wooden gate and secondly by the superficial laches of the aperture at the bottom of the gaie The firt element Is called the were planted and land sold of course upon the understanding that water would continue to be famished at the same rate But subsequently the company discovered tbat this arrangement was not remunerative and threatened to discontinue the supply on less at least thirty residents would agree to take five inches continuously at 5 per month whether they wanted that a nantltr rnot This was an advance of SO cents on uie previous rate for the same quantity The people being largely In the companys power and not knowing but that the company might have told the truth assented ibis was a very slight turn of the screw though it increased the expense of such cultivators as had to pay for more water than they needed At I cent per Inch day and nlsfct the water opt rat Ion alone apart from the enhancement of resistance was made to this swindle About the year 1873 70 the original company Joined another that owned a tract adjoining the Riverside tract on the south and reaching to the Temescal tin mines twenty miles southerly from Riverside village They desired them to restrict the use ot the water henceforth to those who had purchased the land of them and to cut it ofrfrom the settlers on Government land st thus they would be enabled to sell at 40 per acre some 8000 acres of land to the south the supply for which would be otherwise uncertain That is they proposed to take it right by the doors of set tiers who had each paid them hundreds of dollars for water which the company had been glad to sell then in order to exact 40 an acre from new comen on what was known as the Hartshorn tract They offered however as a compromise to form a newcompsay and such settlers on Government land as chose to purchase a 20 share for each acre of land to be irrigated would still be permitted to get what water they wanted on paying for it Some accepted but others fought the company in the courts with the usual results of heavy expense delays decisions appeals etc and we are not Informed of the exact legal status of the case at the time a recent com prorufse was made While these frauds and litigations were going on Blrerade was Increasing its reputation as a sanitarium then there was a boom and aru of rich individuals and prices went up ont of all proportion to values So did the prices of water from 2 cents an inch to 12 cents by day and 6 cents by night the price in 1882 Land bought for say 50 cents and on which the company may have expended 3 to 5 an acre to bring water is said to sell for 400 the difference between that sum and 5 representing much robbery of labor To make the extent of these charees Lmore apparent we summarize the cost ot constructing ana running me aucnes tne inches of water carried by them and the price charged as follows Cost of ditches npt exceeding 35 000 the ditch superintendent is paid 73 a month rtwo carpenters on flumes etc 00 each two men on an average the year round at 10 each but an occasional break needs twenty or thirty men for re airs these can always be obtained at an ours notice 0 for water clerk This makes a total of 355 a monta call It 300 There would be no difficulty in securing a man to run the ditch by contract for S400 ow tor tbe income Tne ditcnes nave an actual capacity 01 33000 inches per day but usually run from 2000 to 3000 Inches that being all generally obtainable Taking the lowest estimate 2000 inches daily at 12 cents an Inch is 240 a day or 7200 a month and at 6 cents an inch for night water all of which is used so great is the demaud over the supply 3600 a month additional or 10 800 a month in 11 against an outlay of 300 being thirty times tbe cost of service Thus the original cost of the ditches in addition to keeping them in repair is repaid to the owners every five or six months Inthe dry part ot the year or al lowing for the usually brief wet season about one and a half times every year It may be safely eUimated that allowing for the lesser price for water received at earlier dates the ditches have now been paid for at least six times over by the users of the water and that exclusive of the enhanced price of land the Riverside Land and Irrigating Company which seems to consist now mainly or wholly of Felton and Evans 275000 has been cleared on the sale ot water while the Constitution says that the right to water is a public use hence the company has no right to charge anything more than the expense of distribution in accordance with this view the company gave out In the arly tettlementof Riverside that the ditches were only to be built to sell the land and then when all of it was sold that is all the land then owned by the company the purchasers of the land would also own the ditch Instead of this the company Felton Co have kept Punic faith by getting hold of more land and trying to makefthe water cover It At last they propose to sell to the people that which has been paid for six times over and still retain a controlling Interest in the property soldi This Is a
