actually susceptible of one mode of irrigation from a common source Here Is the gist of the whole matter We re thoroughly in sympathy with those who need water for purposes of irrigation but we urge again that definite action ean be properly and efiecrively had only after a thorough scientific investigation of the topography of the country in the water needing districts This Legislature should appoint a commission not from its own members but of men eminent in their profession as civil and hydraulic engineers whose duty it should be to survey and map the country where irrigation is a necessity showing in detail the water courses with their natural flow the configuration of the country the position and extent of the water sheds the capabilities for storage of water the facilities for the construction of canals and ditches in short a clear comprehensive system which will be applicable to all the country needing irrigation and which shall be a guide to the Legislature in disposing of the available waters of the State There is but one problem How to make the water do the sreatest good to the greatest umber But that problem is a difficult one That one solved all the rest such as the formation of districts raising money for improvements etc 1 mere matter of detail But what Is the use of providing a system of taxation and bonded indebtedness without ssiertaining definitely that the improvements projected will be of practical value It is true that the Wright bill provides for a bearing before the Board of Supervisors on organising the irrigation district and that the board shall not include within the district any lands not susceptible ef irrlgstion by the same system bat no means are pointed out whereby the board can determine this question either by survey or otherwise and the board would necessarily have to rely upon the statements of the petitioners for the district wno might be nonestly mistaken as to the facts We wish the matter of irrigation
