out upon a dead level and not only ssfieas but actually fatal to Ufa and health This being the state of affairs what is to be done about it There is but one reply the obvious one Devise and construct at once a system of sewers which shall be capable of successful operation Do not stop to count the cost but throw Into the balance the life of the children of the city against the pitiful and niggardly economy which professes so tender a regard for the pockets of the taxpayers and at the same time is willing to sacrifice hecatombs of Innocent victims upon the altar of that horrible monster diphtheria Do not waste time or money in cleaning the augean stable as it now exists but root up and destroy the foul thing forever even if the much extolled and almost sacred dollar limit should be passed Do not let the fear of a raid upon the Treasury even or the suspicion of a possible Job prevent this matter being taken up at once and accomplished Do not weigh gold against life or the fear of adverse criticism against the health of the city We hope and trust that a Changs for the better may be brought about at once now that we have a Major who does not feel bound to get all bis Ideas of city government and city finance from Mr Pickering and a Board of Supervisors who do not feel that superstitious reverence for a newspaper which seemed to characterise the last one In the name of increasing A cow suffering from the disease may be milked for two or three years after she is coughing badly When the consumptive cows get so bad as to be useless as milkers they are sold to the butchers I do not believe In all this talk about danger from the use of brewery grain as fodder If that were the worst food the cows received they woald be comparatively healthy But I can show you a dairy of 200 or 300 eowt in the vicinity of the city where the cattle are mainly fed on the slops and refuse oi a distillery This stuff comprising the refuse of vinegar brandy and scam Is run is troughs and cattle fed on it after a time acquire a taste for it The stuff is strongly Impregnated with alcohol and the stench from it is fearful The cowl after a while become dull and besotted Another dangerous practice resorted to by certain dairymen is the use of a chemical compound for giving adulterated milk a rich yellow color I dont know what the compound is but It looks like dirty molasses and can be oooght at dairy headquarters for 75 cents a quart One quart mixed with seventy five gallons of poor milk will give the latter a rich yellow hue and cause a tough thick yellow scum to rise to the surface which by the uninitiated cannot be distingaished from genuine cream 8ome people suppose that they receive pare milk from the dairies Let me tell yon that no one receives pare milk at the ruling price of 2 50 a month for a quart Pare milk cannot be famished at a profit for that price It must contain water Generally It is diluted at a ratio of one gallon of water to five to eight of milk Some dairymen furnish milk at 1 25 a quart Restaurants receive milk at 15 cents a gallon Milk sold for this price mast be adulterated Generally the water is one half to two thirds of the whole bulk The use of the coloring mixture turning the milk and water to a rich yellow and raising the cream like scum makes it at least look like the lacteal fluid VHASF AND WAVT club breasius the
