The Washington dispatch concerning the withdrawal of the shipping board liners Wolverine State, Creole State and Granite State from the San Francisco-India service confirms a report made by The Star-Bulletin on January 2 when the Wolverine passed through here on her last outward voyage. Rumors concerning the withdrawal of the three boats on account of insufficient cargo have been current for several months. At present all three boats are west of Honolulu, the Wolverine on her outward voyage and the Creole and Granite home bound to San Francisco.

The Granite is to arrive here Tuesday morning. The shipping- board service from San Francisco to Honolulu. Manila, the Straits Settlements and Calcutta is the only direct line in operation on the run. It has been said by officers of the 503 boats that in normal times the service would be a paying one. but that present depressed financial conditions render it a losing proposition.

Secretary, have created such a ministry, and I herewith transmit Stead's message urging each government of the Pacific to appoint a minister of friendship. He wrote: "Every Pacific government has a war organization, ministers of war and of the navy, direct the activities of these forces and fleets, which will only be required should mis-fortunate misunderstandings occur between their various peoples. But there is no minister of friendship. What is needed in every country is a minister of friendship in charge of a man whose duty it should be to apply the grease of truth to the international machinery when the friction between its parts becomes acute. Australia could well afford to spend one-tenth of its defense I HARBOR NOTES lo for San Frxncisco.
