DIGAMY The Iteninrkable Iteeprd of a Man Whose Disappearance Caused Quite a Stir In that City of Denver A Powell known here as Harold Webb Peploe a young Englishman who has practiced law on three continents Is In the tanks at the City Prison awaltlnx extradition to Colorado on a charge of felony embezzlement His arrest was brought about by his curiosity to know why the local detectives wera making Inquiries for A Powell Powell came to San Prancisco several months ago and for a short time conducted the cigar store at 1191 Market street His presence was brought to the notice of the police by letters from Thomas Bradshaw an attorney of Ouray Col Powell had sold out the cigar store when the information came and it was not until last Friday that he came in contact with the police He learned that detectives were seeking A Powell so he made three visits to the oiflce of Captain of Detectives Seymour to find out what it was all about On the third visit he was arrested on a telegraphic warrant from Ouray ahd locked up Thomas Bradshaw Is the complaining witness Sheriff Edgar of Ouray county Col in a telegram to Captain Seymour states that Powell Is also accused of several other crimes including bigamy He declines to give any detail as to the charges against him but admits that had two wives and says that it Is all a mistake due to a letter which he received In South attempted to board a north bound Powell street car and missing his footing fell heavily to the pavement striking head Blood rushed in treat quantities from the wound and as Denman was stunned It was thought at first that his skull was fractured or that he had suffered serious concussion The car had runa half bloek before the conductor discovered what had happened He stopped the car ran back and tried to stop the flow of blood with his handkerchief He got assistance and the injured man was taken to a drug store at Post and Powell streets Mr Denman soon revived and ss an examination showed of this city has been missing since June 29tb and much ahklety Is felt by his friends who fear that some mishap has befallen hltri He left here saying that he was going to Chicago and since that time no authentic news has been received as to his Whereabouts Major John Abbott of this city cashier during the past year for Tewksbury makes the following statement Mr Tewksbury left the offlce to go to Chicago on Friday June 29th on business connected with a gold mine in Southern California in which he Is Interested and to establish an offlce for his business In that city He intended to return on Monday and so ndttfled his partner It is certain to my mind that some untoward event has occurred to keep the banker from New York and his business and 1 believe that when the mystery surrounding his disappearance has been cleared away my theory will be verified His course In this matter nas oeen so foreign to his character that I am confident he has met with trouble As to stories that he is believed to be in New York or has been there since he left this offlce 1 take no stock In them because I know he secured a sleeping car ticket to Chicago and If he had been In New York all the time as certificates for the actual number of ra tiofis they were entitled to charge for and sent them to the contractors but found that that was not at all satisfactory to them They claimed that they had always been allowed to charge extra rations for officers trusties and united States nrisoners on account of them eat ing three meals each day while the urdi nary prisoners only ate two and on that account they wanted me to certify to 3S10 rations more for January than they were entitled to Under the contract I could not see how the contract could be construed thai way and refused They then brought the matter oip bstore the Police Committee of the Board of Supervisors and it was finally submitted to you and my position was sustained but they showed pretty clearly that they had entered Into a losing contract if it was to be construed literally and I was requested by all concerned not to draw any more supplies than we absolutely needed which request has beert observed However th matter was not finally settled there They made numerous showings before the Police Committee that their method of being paid for rations had been the custom for years and that nobody had ever construed the contract literally before so the Supervisors finally allowed them 1S04 more for the last six months than they had received on my certificates and through our economy the underdraft that Is to say what we saved them in not drawing the full amount of supplies we were entitled to amounted to 11962 50 whlehj under the contract could have been deducted from their regular bills so that they were actually paid 3462 90 morij than they were entitled to Under a strict construction of the contract Nevertheless we have jtUl effected a large saving Dy stopping tae extra ration pusiness The Sheriff gives figures to show the saving effected The number of extra meals that would have been charged for during the first half of this calendar year under the old arrangement amounted to 30190 which at 204 cents each would have beep 6264 43 Deducting from this 1500 allowed the contractors and the saving eMH amounts to 4764 43 During the six months ending June 30 1800 the contractors received 14674 62 During the corresponding period of 1899 they received 23384 38 a difference Of 8709 76 The statistics attached to the report show that on July 1 1899 the jails contained 423 prisoners that 2288 were received during the year and that 324 remained In durance on June 20 1900 fifty one of whom were females Vagrancy was the charge in 779 cases violating the restriction act In
