Quarantine Recommended Precautionary Measures Asiatic cholera iti history and its geographical home wm the subject of a lecture delivered by Dr McNntt before the Geographical Society of the Pacific and it inrited guests in TJototl se uare Hall last nisht In his intro ductory remarks the lecturer said that Asiatic cholera was a very grave subject at least many thousands had found it so It was also a very ancient disease and he proceeded to trace its history from 100 down to the present epidemic in Europe and Asia The symptoms of the pestilence as described at the earlier ptriod were undoubtedly those of Asiatic cholera There were unquestionable proofs that Hill man belonging to the he disease existed Maharajah army at Constantinople at the time of Mohammed II In act nearly every Known writer up to 1500 describes sporadic cholera Dr McNntt reviewed the history of cholera in detail some of the more prominent points beihf as follows In 1500 the Cholera was at Calcutta and all along the coast of India In 1513 there was a terrible epidemic carrying o2 youne and old alike Scarcely 10 per cent of those attacked survived In 1616 and in 1672 the plague caused thousands of deaths connections Belioc the banker now in hiding conducted a business of baying and selling securities whether hypothecated with him or simply deposited He was a man In whom full confidence was reposed indeed it might be said that he was almost the factotum of several well to do families of the Monceau district for this financier managed for these families various profitable speculations and some of these were con doc ted in tbe exchange without the substantial backing of the actual coin Hippolyt Blloc the present banker had married one of the daughters of a general of the republic of San Salvador This marriage ws not one of tbe happiest Upon the death of a son aged about 15 Mrs Belioc killed herself upon the grave of her child This suicide which took place ome years ago created a 1600 deaths In New York there re about 1000 deaths before tbe severe frosts killed tbe germs of the disease From New Orleans the cholera reached Sacramento where fully one tenth of tbe inhabitants were carried off It was much cided at a recent meeting of the Election Commissioners to establish a booth of in traction wherein voters could go through the routine through which they must pass at the election hi November Accordingly a permit was secured from tbe Fire Commissioners to erect a frame building on tbe McAllister street side of tbe new City Hall adjacent to the entrance of the Registrars office The plans presented to the commission called for a building 16x20 feet arranged inside according to the accompanying diagram Each voter will enter at tbe right pass to the table marked where ballot clerks will supply each one with sample tickets Alter receiving the slip from the clerks the individual must pass into one oi the stalls shown in the rear of tbe building where ink and pens will be found to mark his ticket When the voter first enters the building he will give his name residence and tbe number of his district He will be given two tickets aggregating four feet in length le of the tickets will be lor municipal officers and the other legislative and national Tbe tickets will each be marked with a number on a detachable slip For instance John Smith enters gives Coroner in the County Jail for twenty four hours Tat contempt consisted in the Sheriffs refusal to carry ou the order of conrt by not hanging John McNuItyou August 26th last In a written opinion Judge Murphy defines the effect of a reprieve by the Governor He says It is simply a suspension or postponement of the sentence the substituting of another day for the one mentioned in the warrant and the warrant comes again into force at the expiration of the reprieve In conclusion Judge Murphy holds that the Sheriff neglected his duty in not executing the warrant He expresses no doubt as to the Sheriffs honest motives but holds that be mistook the law and was misinformed At the urns time Judge Murphy disclaims any thought to the disparagement of the Sheriffs legal adviser If such an excuse could be heard however Judge Murphy says any Sheriff in the State might acting under what he considered legal advice refuse to execute the orders of court thereby taking to himself the power to virtmlly annul such orders The Sheriff is therefore fonnd to have wiirully refused to obey the orders of the court A Dora tbe Sheriffs attorney asked for and obtained a stay of proceedings under the order to enable hint to prepare a petition for a writ of habeas corpus The order lor commitment will be Issued at 11 oclock this morning The Sheriff was rather non committal in regard to what he did or did not think of the decision or in regard to an appeal from it If I am In contempt said he I ought to goto jaii Oughtnt IT But are you The Judge says so said the condemned Sheriff and that is all he would say It is expected that the moment the warrant of commitment is served to morrow the Sheriffs attorney will be ready with a writ of habeas corpns irom the Supreme Court but if that expectation should be disappointed or if that court should remand the prisoner to tbe custody of the Coroner then it will become the duty of that official to lock the Shentt up in the County Jail for twenty lour hours The Sheriff however will not be taken to Jail so Coroner Garwood says like a common malefactor When the Coroner receives the commitment he will go in search of Mr Lsnmeister and take htm into custody If the Sheriff chooses to pay for a carriage he may ride to the County Jail in style Coroner Garwood has nonobjection to the carriage having yellow wheels and being preceded by a brass band if MrJLau meister taste should run to loud colors and noise It is most probable however that theSheriif will not care for ostentatious display The probabilities aire if the Coroner guesses aright that a lowly street car will be good enough for Mr Laumei ster Of course be will not care to ride in tbe Bl ck Maria The Coroner is perplexed as to what to do with the Sheriff after he has him in custody There is an inquest at the Morgue to day which Dr Garwood must attend and be is doubtful if it will be safe to leave the Sheriff in the custody of bis own deputies at the jaiL He said yesterday that he would probably solve the question by giving the keys of the jail to Mr Laumeisier and asking him to lock himself up Stranga to relate the Coroner does not think his prisoner will attempt to escape Jail lite will be shorn of its misery for the Sheriff as the Coroner says he can have all the comforts of home includinga feather bed and pie il he will only promise not to escape But there are other terrors in store for the Coroner As Sheriff for a day it will become his duty to sign documents and conduct the business oi the office Unta miliar as be is with tne duties he is fe fullhat he may commit some error that mav cost his bondsmen a good round aum He will not however take advantage of his brief authority to discharge alt tbe Sheriffs deputies and appoint bis owo
