Haw Be Filed Bradford the young lumber man of Sonora who blew hla brains out la the Tosemlte Hotel at Stockton oa Wednesday had he lived would verr probably have been made a defendant to a suit for 30000 to be Instituted In the Federal court Criminal proceed Inn might also hare been filed against hla for he was accused of being a party to extensive timber steals In Tuolumne county Special Land Agent Prior has been la Tuolumne county for some time investigating the alleged steals and was on his way to this city with sufficient information in his possession to war rant immediate proceedings when he learned of young Bradfords suicide It Is now Intimated that the motive that Impelled the lumberman to self murder was the knowledge that his alleged unlawful entry upon and devastation of Government timber lands was about to get him Into serious trouble and per baps reduce him to poverty with i prospect of landing him behind prison bars The Land Office is In possession of information that the Arm of Bradford ft Son of Sonora manufacturers of and dealers in lumbef have been sys tematlcaUy cutting timber on Government reserves in Tuolumne county for nearly a quarter of a century and that an Immense amount of valuable timber has been cut and sold for which the Government has never been paid As It Is a difficult matter to secure testi mony extending over such a long period of years Special Agent Prior has confined his investigations to the alleged unlawful acts of more recent years and has succeeded In footing up a bin for J30000 which he believes the firm of Bradford Son can be com peOed to pay At any rate suit will be commenced in the United States District Court for that amount Whether criminal proceedings will be commenced against the elder Bradford and his associates in business is matter which United States Attorney Foote and the Grand Jury must decide The law makes it criminal to cut timber on Government serves without a permit but Juries are Inclined to be lenient to men ac cused of such crimes so that in the past the Government has frequently been put to needless expense In prosecuting similar cases The elder Bradford Is an old and highly respected citizen of Sonora and there is a question whether the special agent would recommend criminal prosecution against him The plea Is made that the encroachments upon Government timber lands have been made Innocently as the dividing lines between the timber he was legitimately engaged in cutting and the Government forests are illy defined so that It Is sometimes impossible to determine them accurately THE COMPACT believed that they had all In readiness for a readjustment of rates Some time ago Arthur MagiU signed the non Intercourse amendment on the tacit understanding that the aDDroval of the head officers of the Phoenix and Home would be required to make it binding upon him This consent the Home company has refused to give Announcement to that effect was made at a meeting of the Board of Fir Underwriters yesterday It Is under stood that the Home Is willing to subscribe to the pledge to transact no busi ness with non board companies except at full rates and to neither pay to or recelv from such outsiders or their representatives any commission It win not consent however that all such bus ness shall be reported to and passed upon by the executive committee and then bulletined to all members of the compact ft was this latter provision which In duced Mullens Watt Devlin and Belden to sign the Constitution and they will have to be induced to recede from their position or Marill will be unable to re main a member There is still another obstacle In the dual representation accorded to Belden of the Hartford and New York Fire Underwriters The Home also objects to this and its course will probably be followed bythe Phoenix of Hartford as the two companies always act in unison After the board meeting yesterday afternoon conferences were held between Belden Watt Mullens and Dev lin and members of the executive committee labored with them and Maglll In an attempt to reconcile the apparently irreconcilable Another meeting of the full board will probably be called for me middle of publishes an outline of events In Insurance circles from 1871 to the present date TRIES TO ESCAPE FROM COURT Bailiff Kelly Yearly Loses a Pris oaer The quick work of Policeman Behan prevented the escape tf a criminal from Police Judge Conlaas court yesterday morning and saved Bailiff George Kelly of the same court from getting nto serious trouble Kelly had released Irom the dock two men whom he was about to take down to the City Prison Just as he got the men out of the dock hla attention was called to some matter In another portion of the courtroom He left the two prisoners who were handcuffed forgetting as he did so to 1 loesfthe gate of the dock John Martin Alias William Corbett was In the dock at the time awaiting examination upon charge of burglary Martin stepped out of the dock and started to leave the courtroom He had almost reached thedoor when he was confronted by Policeman Behan Behan recognized Martin and knowing that he had no permission to leave the courtroom grabbed htm by the throat and forced him back into the dock Behan asked Martin what he meant by trying to leave the room andMartln replied that he thought Kelly had meant for him to go down to the the City and County of San Francisco State of California the same being a committee authorised by rules and customs of th Republican party of the State of California to call elections for said party two Clerks for each polling place the same to be submitted to the Executive Committee for snprovsl also polling places and that the Executive Committee thereof phall act an a returning or canvassing barricades or other obstructions shall be erected or malntslned In front of any polling place but the eaid polling places shall be as free of all obstructions as they art at general elections and that unobstructed view from the opening of the polls to the close The ballot box must be so placed that the voter can easily see the top of the box and his ballot deposited Resolved That no peddling ef tickets or soliciting of votes shall be permitted within 100 feet of the polls and the committee request the prire officers on duty to keep the polls free and unebstructed at all times This shall not be construed to apply to tbe pretence of challengers Resolved That an oSclal map of the district shewing the boundaries of various precincts shall be posted in a conspicuous place outside the polls election are as follows First The election of 241 delegates to constitute a Republican Municipal Legislative Judicial and Educational Convention to meet at I on the tM day of Pptembr 1834 at th Auditorium corner Joces and Eddy ttrecta City and County of San Franclco to nominate candidates for all municipal and Judicial offices and to make such provisions for the nomination of candidates for members of the Legislature of the Stat of California to represent the various Assembly and Senatorial districts of the City and County of San Francisco to which said city and county 1 entitled all of
