distance to California from the South and Southeast will be shortened by more than 100 miles If plans Just completed In the engineering department of the Southern Pacific Company materialise These plans call for the diverging of the present main line at Red Rock Aria through what Is known as Box Canyon thence on to Phoenix and from Phoenix through the rich Yuma and Imperial valleys to the main line of the Southern Pacific at a point a short dla tance north of the California State line In the proposed change railroad men profess to see a move by the Southern Pacific to enter San Diego before the Phelps Dodge Interests secure a foothold there The latter interests al ready have secured a railroad foothold as far as Tucson and they are understood now to be negotiating for an Interest In the Spreckels San Diego line which figured prominently last year in a suit brought by the Southern Pacific to enforce payment of a note for a large sum of monev the allegation of the Southern Pacific being that it advanced the money for construction purposes The only obstacle In the way of the Southern Pacifies present plans for a Box canyon route Is the opposition that has developed because of a plan by the Government to establish a big reservoir In the canyon Ever since announcement was made of the Government Intention to establish a reservoir tn the canyon the Southern Pacific has fought the plan and with such vigor that the entire contemplated project was placed In the hands of three Federal officials who are now making an Investigation as to Its feasibility While the report of the Investigators has not yet been made the railroad company engineers Instituted work on nlans for a rail route through the canyon several Insult months ago a survey having been made last year These plans are now In the office of Chief Engineer Hood The proposed change In routing would mean a shortening In distance of the rail line a considerable saving In time between California El Paso and New Orleans and the placing of Phoenix on the malnJPrr The company would tap the YTJtna valley the development of which Is said to be retarded by the lack of proper transpor tatlon facilities and It also would tap the Imperial valley to a greater ex Negroes Abandon Society ColonPlan Option Secured on the lake Genera Trtct Allowed to lapse CHICfOO January Jl An option hlch had bn obtatn4 bj a niro to Change the Method of Electing Officers OAKLAND January 1 A resolution by Jule Abrahamann a member of the board directors disturbed the placid ity of the annual meeting of the Chamber of Commerce this evening It waa to tho effect that hereafter nomination for the board of directors be made by the membership from the floor Instead of by the present method of a nominating committee of five men Abrahamson stated that tbere 1 a sentiment among the membership at large that the chamber 1 run by the old war horses that the directors appoint men on the nominating committee who are friendly to their body and that in this way the same men maintain control of the organisation year after year He evidenced the ote at the late election 143 out of a membership of nearly 2000 In support of his contention Abrahamson was Informed by President Qlbson that according to the bylaws the resolution must first pass the board of directors and If they were favorable It then could be presented to the ffeneral body Abrahamson Insisted that the law providing for a membership meeting every three months be enforced so that the proposition could be presented before the next election Phillips of the directorate said the bv law should be amended because as It Is now the directors have the supreme power and nothing can come up to the membership except what the board approves The matter caused much comment many of the directors considering It an BOUNTY ON WOODCHICKS Treasurer Richardson of Scltu ate Mass Is worried The town offered a bountv of 25 cents a head for woodchucks The boys for miles
