It goes without saying that I may be wrong. But the problem of grand strategy in war is not, as Maj. Eliot seems to think, one that can be left only to "professional military opinion." It is a political problem in which the military factors are, of course, of great importance. But they are not of exclusive or decisive importance. Perhaps I was ill advised to write with so much conviction on a question that no one can speak about with certainty.

I can plead in extenuation only that I am moved by the memory of the mistakes of the professional soldiers in the World War, and of the msoluable political problems which their errors caused; and also I am moved by the horror of the prospect of sacrificing several millions of British, French and German young men in an offensive war of frontal attacks on land, and by the feeling that after such a de structive war, a good peace and a sound reconstruction will be immeasurably more difficult. Perhaps it is a mistake lor a non- combatant to advocate any kind of strategy, defensive or otherwise, in a war in which his lis nation is not going to become engaged. But it cannot be wrong, I believe, to make clear, dotting the i and crossing the t's, that what the Allies can obtain here under the neutrality law is no more than that very limited assistance which fits a defensive strategy.
