(AP) Roseanne Arnold gave the caviar- champagne-and-psychic treatment to the man known as the Dancing Outlaw. But the strippers and the dancing dogs never showed. Appalachian tap dancer Jesco White was hired to play a cousin of Roseanne's husband in a "Roseanne" episode scheduled to air May 3. When White arrived in Hollywood for the taping, Arnold treated him right, said his agent, AnnWoofter.

6 "They brought in about 100 pounds of ribs, 100 pounds of chicken, 50 cans of caviar, champagne, Italian sausage and all the trimmings. There were six huge cakes," she said Thursday. Crews arrived here this week to film the miniseries "Scarlett," based on Charleston native Alexandra Ripley's sequel to Margaret Mitchell's beloved novel.

The eight-hour, $30 million miniseries will air on CBS in the fall years after the premiere of the movie starring Clark Gable and Vivian Leigh. Dalton played James Bond in "Licence to Kill;" Whalley-Kilmer's movies include "Scandal." (AP photo) Armed men surrender Took hostages in newspaper building North Korea condemns statement UNITED NATIONS (AP) North Korea condemned a Security Council statement urging it to accept full nuclear inspections even though the statement lacked the sanctions sought by Washington.

Under a compromise the United States worked out with China North Korea's main ally the council voted unanimously Thursday, only hinting at further action if Pyongyang continues to refuse to cooperate. North Korea quickly repudiated the statement. "The issuing even of a statement will not help the solution of the problems. We have nothing more to show the International Atomic Energy (Agency) inspectors at this time," North Korean Ambassador Pak Gil Yon told reporters. Earlier, the North's official news agency quoted an unnamed Foreign Ministry spokesman as saying that his country might be will- ing to return to negotiations under some conditions, including a restart to U.S.-North Korean talks.

North Korea denies it is developing nuclear weapons but has warned of war if it is pushed too far, and its refusal to allow nuclear inspections of some sites has raised suspicions. North Korea agreed in February to allow U.N. inspections of its seven known nuclear sites. But during the U.N. inspections in March, North Korea blocked access to a key facility suspected of reprocessing plutonium, which can be used to make nuclear weapons.

South Korea welcomed the. statement and asked the North to comply with it immediately. The United States had sought a legally binding Security Council resolution, hinting at sanctions and further council action if the North does not cooperate. The hostage-takers went directly to the executive floor of the Asahi newspaper and seized a public relations officer and the secretary to the newspaper's president. Using desks, they barricaded themselves and the hostages inside a meeting room for six hours. They lowered two banners from the room's windows.

One said: "Progress without soul leads to ancient Rome," an apparent prediction that without the spiritual underpinnings the rightists call for, Japan's economic development will lead to the soci- ety's collapse. They had fired a shot inside the building, apparently to scare away building guards, but no injuries were reported, police said. Police quoted a witness as saying the men entered a reception area on the executive floor and ordered several people to leave. Below, police in riot gear cordoned off the street. Riot police vans lined one side, while four large trucks carrying rightist supporters of the two men were kept at a distance.

Police and television helicopters hovered for hours above the building, which also houses the offices of several foreign news organizations, including The Associated Press. One of the rightists was carrying a pistol and the other a 28-inch Japanese sword, police said. One or the hostages said through the doors of the meeting room that their captors had what appeared to be two sticks of dynamite.
