here While old Major Downie was breathing bis last there was confined irr the receiving hospital a feeble and decrepit old lady Mrs Ann Wheeler whose Tavings and incoherent prattling were enough to convince one that her mind was unbalanced She grew worse and worse until finally close to the very hour of Major Downie death she was committed to tbe Agnews Asylum Nobody suspected at that time that there was anything in common between these two aged people nor that there was anything coincident in their simultaneous withdrawal But this unfortunate old lady now hopelessly insane is entitled to go down into history on the same page as Major Downie and by his death and her misfortune visitors to the Fair are denied the pleasing spectacle of seeing the first man who ever set foot in Dowmeville and the first wo nan too Mrs Ann Wheeler located inSierra county in 1819 with her husband and children Downie ville was only a camp then The Wheelers occupied a cabin neit to Major Downies and they were soon on most friendly terms with him In fact they were associated together in many mining enterprises and speculations Mrs Wheeler reared a large family of sons and daughters who are all married now and are scattered about tbe State She lived continuously in her old home even up to tbe time when she was the only one left there to cheer it When her mind began to fail she was brought to this city for treatment but being 76 years of age and broken in health the doctors could not stay the dread disease that had seized upon ber She was held at the receiving hospital for a time but there was was disclosed to show that an eventful life had been termi nated Years ago some time in the early sixties Chares Stanton Hazard arrived In San Francisco as the representative of the Hazard Powder Works of Hartford Conn Tne new arrival was a nephew of the founder of the works Hazard was the general agent here for some years He made money and established a fine business Unfortunately he had an Inordinate appetite for strong drink This failing ruined him Old time acquaintances say that he squandered a fortune here and at last was forced to give up his business The years rolled on and Hazard dropped notch by notch until he finally became dependent upon the charity of friends for alive Uhood For several years he eked out a living by doing odd chores for a Sixth street baker About ten rears ago the bakery at 23 Sixth street was purchased by Herman Kahn Hazard was then a fixture at the place and Kahn continued to let the old man stay there He lived for some yesrs in tbe basement where be died The owner was charitably inclined and charged him no rent Hazard hadnon relatives here ue usea to speak occasionally of a son and daughter who lived in New York In all the years of his poverty he never received a message from them nor sent one He said they were well provided for and he did not care to have them know of bis condition More recently the old man was fitted out with stock of was the day set for an investigation of the report of William Lowden on the proofs of loss in the Buyer Eeich fire of last July All the interested companieswere represented at the meeting held in the rooms of the Pacific Insurance Union and a very stormy meet ing it was The report of Mr Lowden is noticeable not alone for its minuteness but for its exceeding bulk After ah hour Or more bad been spent in reading its more or less wearisome details tbe members began to get restless and a call for evidence was made All the facts in the case were then gone over in detail giving the history of the struggle between Buyer Eeich on one side and the twenty seven insurance companies ontbe other The afternoon session was productive of the most excitement For a long time William Macdonald of the London and Lancashire Collingham of the Scottish Union and National William Sexton of tbe Imperial and Mann Wilson representing several companies have been chafing under the delay It was for this reason that Willian Sexton who kicked vigorously was added to the committee a fortnight ago and be then promised to give the matter a thorough investigation The reason for bis being put on the committee it has leaked out was that it was considered the only safe way of keeping him from breaking loose from the combination and settling his companys loss with the firm This little ruse for the disposal of fractious members was again resorted to yesterday William Macdonald has a habit of expressing himself plainly and emphatically and so when he announced yesterday that be was thoroughly sick of the whole business his associates knew that the next move would be to turn round and pay the claim against his company in fulL Then it was that Mr Macdonald was promptly added to the committee which now consists of Edward Brown Cesar Bertheau EW Carpenter William Sexton and William Macdonald The new committee was satisfied that nothing further was to be gained by going over Mr Lowdens report and in any event Mr Sexton had spent ten days poring over it only to discover that it confirmed the Original report of Peter Outcait so be at once took up the subject of settlement with the ultimate result that there will be a meeting this morning of tbe committee and the representatives of Buyer Reich At this meeting the insurance men will present every scrap of evidence they have possessed from tbe outset and will state the terms upon which they are ready to settle It is understood that some sort of a circular will be drawn up explaining the action of the insurance companies in this fight and when this circular has been boiled down to meet the ideas of both sides it will be signed by all parties to the long drawn out controversy and made public William Sexton had nothing to say yesterday further than that the committee was looking forward to a speedy settlement of the difficulties As to tbe conditions of the settlement only rumors are available and it is said that the com anies will offer not less than 100000 he firm claimed 111000 and may accept the sum named rather than go into a long legal fight TRUSTEES IN SESSION Proceedings at a Mechanic Institute Meeting The trustees of the Mechanics Institute have acted upon the matter of the rental of the pavilion to the managers of an Ice skating rink The trustees decided that the building might be secured for six months for 9000 The conditions of the lease require a deposit of 2500 and the rent will begin with 1000 for tbe first month and gradually increase until the payment for the last month which will be First Infantry was tried by court martial at Angel island Tuesday on a charge of perjury Whitaker is said to have sworn falsely tnr his trial last Deceniberwhea he was accused of Jiandlng a bottle of whisky through the bars to a prisoner in the guardhouse on Angel island He was convicted on that charge The finding wilt be announced in a few days The evidence against Whitaker is overwhelming and this together with the fact that he has five times before been found guilty of Tiolatiog military rules makes It seem probable that he will be found guilty and severely punished The maximum penalty
