Drowned The regatta on the bay yesterday under tbe auspices of the Fourth of Julr Committee was a success and a source of en tertainment for an immense throng of spectators As early as 12 clock people commenced to assemble on the seawall and groups occupied positions of vantage on the northern slope of Telegraph HilL There were many parties also who went off to ships anchored in the stream from which a fair view of the marine contest could be obtained A few minutes before the starting hour the tug Relief on which were the regatta comm ttee and a large number of invited quests steamed along the city front and past the starting point The tug as well as all the other craft presented a very pretty appearance by elaborate displays of bunting By 2 clock the hour announced for the start
