The Honolulu Advertiser Wednesday, April 13, 1983 A-5 4 2 Hawaii men on missing tug identified U.S. House panel to hear mayor argue for DeRussy The Coast Guard in Juneau has identified the two Honolulu men who were aboard a tugboat missing in the Gulf of Alaska as Mel Morris and Rusty McGuire. It is believed that the tug was lost in a storm in the gulf on April 4. The 59-foot tug, Lou Anne, was last seen orTApril 3. It was towing a barge, the Sherry Lee, from Dutch Harbor in the Aleutian Islands to Seattle.

McGuire's mother, Mary Ann Sears-Midkiff, and stepfather, Jack Midkiff, and Morris' girlfriend were flown from Honolulu to Anchorage by the tug owner, Contracting. A sea search began last Wednesday when the barge was found beached. That search was suspended Saturday and will not be resumed, a Coast Guard spokesman said, unless something from the tug is spot-. ted. An spokesman said yesterday that the tug owner is planning a beach search in the area.

The spokesman said McGuire was hired by on Feb. 22 and it was anticipated he would work through the Alaska construction season, which runs to October. Morris was hired Feb. 16. also for the construction season.

The Sherry Lee was loaded with heavy construction equipment." The spokesman said it is not known yet what exactly happened to the tug. The tow cable, which was still attached to the barge, has-been recovered. The tug end was frayed with about 600-800 feet gone, and it appears the cable snapped, the spokesman said. The other men on board the tug were identified as Bill Martin of Anchorage, the operator of the vessel, Larry Phillip of Alakanak, Alaska, and Simian Agusuluk, of Emnonak, Alaska. The spokesman said Mar tin was an experienced operator and held an unlimited master's license for all vessels in all-waters.

A 42-foot vessel was lost in the same area Monday the Coast Guard said but after assistance was all aboard were hoisted to safe- ty by the Coast Guard. In the last two months, nine-'' vessels have been lost in the gulf. Owner of Japanese boat pays penalty Attacking the Reagan i administration, Honolulu Mayor Eileen Anderson is carrying the "battle of Fort DeRussy" to Congress this week. Anderson is scheduled to testify before the House mili-' tary construction subcommit- tee in Washington tomorrow. She will urge Congress to continue the prohibition on sale of Fort DeRussy, the Waikiki Army post which the federal Property Review Board is considering for sale to the highest bidder.

Anderson also plans to challenge the Reagan administration's "very poor long-, range national policy" of disposing of federal land without consulting local governments. The White House, she said, "has established a new policy which permits the piece-by-piece sale of federal land to pay off the national debt and provide for more private ownership of land. "Neither of these objectives has ever been considered by Congress, and I don't think the administration has the right to unilaterally establish those kinds of policies," the mayor said. Meanwhile, Rep. Cecil Hef-tel announced yesterday that the General Services Administration will conduct a sur-, vey of Bellows Air Force Base beginning April 24 to see of any, or all, of it can be returned to the state as surplus.

Heftel said that if the federal government is interested in relinquishing surplus lands, as it has indicated with DeRussy, then it should extend that idea to other major Most of the Bellows site is ceded land and, thus, is only on "loan" to the federal government and must be returned to local government. The owner of a Japanese fishing boat seized by the Coast Guard on March 25 has agreed to pay the U.S. government $80,000. The boat. Shinei Mara No.

21, was taken into custody for allegedly fishing without a permit within the 200-mile U.S. fishery conservation zone. The Coast Guard claimed that the boat was about 23 miles within the zone northwest of Kure Island. The Shinei Maru No. 21 is a Japanese gill net fishing boat.

It uses 10 nets, suspended from the ocean surface, each of which is 2 miles in length. The Coast Guard claimed that the boat was retrieving its nets while in the 200-mile zone, and seized the boat for that reason. The Coast Guard then ordered the boat to proceed to Honolulu. The settlement was reached yesterday, and the boat will be released from U.S. custody.

The U.S. Fishery Conservation and Management Act of 1976 established the 200-mile zone around the United States and its territories. Within this zone, foreign fishing vessels may fish only if they obtain permits issued by the U.S. gov- ernment. The law does allow foreign fishing for tuna within the zone without a permit, since the United States considers that fish a "highly migratory species."
