Collector Phelps issued an order yesterday directing that the Vallejo street and Broadway bonded warehouses should be constituted repositories for unclaimed imports This order takes sway a privilege accorded for years to the Oriental warehouse situated near the Pacific Mall dock The order moreover Is an Indication that Collector Phelps is determined to use every endearor to break up the opium traffic in this city This mote of Collector Phelps has a history Leading to the issue of the order is a secret Investigation instituted by the Treasury Department Before entering npon the history of the order however it will be necessary to give some preliminary facts Imports arriving here from foreign conn tries for which after a specified time no owner appears are placed by tbe Collector in a bonded warehouse and are designated as unclaimed goods Should an owner enter his claim within another specified time be may secure his goods upon paying storage No owner appearing the merchandise is forfeited to the Government and sold to pay storage fees and duties The role that all bonded warehouses may receive unclaimed goods was amended years ego to the effect that such goods must be sent to the warehouse nearest the point of discharge This amendment threw the bulk of un claimed imports into tbe Oriental ware house which has enjoyed the lvilege ever since The Treasury Department received information that the warehouse was a hot bed of fraud that goods were substituted in it that seizures of opium had been made from time to time and that its mtthods were suspicious enough to war rant an investigation of the closest kind An illustration of one species 01 iraud is as fallows An importation of merchandise arrives from China comprising forty packages A dishonest customs official sends marked cases equivalent to 2 per cent ot the invoice to the Appraiser for classification The samples contain innocent jam or crockery On that basis tbe entire importation classified as croctery or jam As a matter ot fact the remaining thirty cases contain opium No owner appears Thr goods are sent to the Oriental warehouse By degrees cases are taken awav the opium is taken but the cases are refilled with crockery or jam and returned to the warehouse Strangely enocgb the myth ical owner of the alleged crockery never appears and the Import is sold by the Oovernment but not until the golden eg has been spirited away The results ot the examination conducted by the Treasury Department have leaked out about tbe Man dock The Onent 1 al warehouse is located close to the Pacihc Mail dock The Government estimates that nineteen twentieths of the lrauds committed against tbe revenue in this citj originate on the Pacific Mail dock and the Oriental warehouse is intimately con itrrned with all merchandise from this dock placed in bond An old time customs officer remarked that the place is literally perforated with holes through which fraud can enter and his entered in the days of the Quigley opium nng the boats of the smugglers speeded by imffleJ oars shot underneath the rotten wuarves bordering the Mail dock and liy essanly the Oriental warehouse Tbe tile of handcarts and tracts with employes and dishonest customs officers who aimed at a connivance which has been eminently successful in a Lad way The Treasury Department was satisfied that instances of undiscovered fraud were numerous and that the only way to end the matter was by removing the obsolete privilege from the Oriental Cases of substitution of goods have been frequent Merchants in this city have ad dressed letters to tbe authorities stating that portions ot their imports were missing Substitution is easily effected The dark storerooms are piled high with all kinds of merchandise Hundreds of packages could be stolen without fear of immediate discovery The fact that so many inspectors assigned to the fatal Mail dock become derelict and dishonest was proof to the Treasury Department that temptations to doctor Appraisers samples were numerous in the vicinity The remedy has been found by Collector Phelps He has dismissed nearly all of toe Fogarty retinue from the Inspectors lores and he has removed the privilege of taring unclaimed goods to warehouses located under the eye of the customs authorities The Appraisers hereafter in doubtful cases can go in person to the warehouses and have every CONCERT The Young Pianist Flay Before a Large Audience Stemway Hall was crowded last night principally by ladies interested in the ap pearance oi Carrie Bowes a young girl of 14 who promises to become a notable pianist The concert was given to raise the funds necessary to enable kei to go to Europe and continue there hereducation Her performance amply justifies such a project Young as she is she showed de cided talent and skill in playing some of tne most uimcuit piano compositions bhe gave as solos Schuberts impromptu in fiat Griegs Sonata and two Liszt compositions It was with great ease and accuracy she performed those and the piano part in Haydns trio Her touch is light her fingering graceful and unstrained She has the musical tempera ment beyond doubt and with proper tuition unaer Excellently Portrayed Dainty Pictures From Childhood A Ghastly Collection of Freaks Art studies is photography were excellently illustrated in the rooms of the Pacific Coast Amateur Photographic Association yesterday afternoon It was the Opening of the filth annual exhibition of the society About the walls hundreds oi beautiful pictures are hung These are studies in still life dainty sprays of flowers reproduced in lifelike reality There are splendid effects in light and shade romantic scenes from the woods The scenic element in the display is unusually conspicuous in its treatment of new phases in its delicate and artistic grouping of strong effects There are splendid cloud and water effects soft in tone and peculiarly realistic Sietelut from exkibMon in the hands of the photographer Human life in many of its aspects has received the closest attention Homely scenes of rustic life with a tinge of pathos interwoven seldom except in a painting are represented in many of the pictures Quaint touches of child life cheering aspects of old age tiny photographs colored with a play or poetry and sentiment are among the best elements of the exhibition Portraiture has not received much attention but one portrait in the room that of Miss Brush by a lady no longer a mem ber of tbe association receives the highest praise Its soft tone admirable sentiment and excellently pictured thought make it perhaps the best in the exhibi tion One of the most Interesting groups dis slaved is by Major Heuer presi dent of the society He has affected the fantastic with excellent sam some oi his subjects are gruesome and ghastly in realism One of his pictures is particularly so In the background are rich draperies of silk and delicately figured lace A carpet of bright texture covers the floor It is the cornerof a ncfliy appointed apartment Upon the floor lays the bloody bead of a woman hair disheveled features horribly contorted after the dreadful agonies of decapitation The photographer seems to have had a strange nightmare of blood Headless women carry their heads under their arms Faces with the pallor and pain of death look up from the spikes upon which the heads are driven It is not particularly artistic but certainly very striking Major Heuer calls it his freak collection Miss A Burk has the most numerous collection in tbe room It is also one ot the most meritorious She has made a close study of the ways and manners of children pictured them in many striking attitudes and caught their pleasures and pains with excellent judgment One of the daintiest groups to be seen is by Dornin Blue Monday is what he represents but with the greatest liberty his figures being those of serious faced children arraved with all the dignity and importance of their mothers Anxious Hearts by Mrs Le Count is one of the most artistic photographs in the exhibition Its theme is an ambitious one well portrayed A young woman and her daughter rest in the shadow of a broad stone arch and look out earnestly and anxiously into the deepening darkness for a familiar form The picture in its expression is worthy of an artist Mrs Le Count has many others similar in motive Miss Ida Palache has produced some ery excellent sky and cloud effects and many good landscapes Palache has devoted his camera with marked success to similar scenes as has also Woods Almost without exception the exhibitors have done good work All of the stand processes and one new one the celero When told that he was under arrest he asked Officer Stewart for the warrant which when handed returned yesterday According to the story she told her employer Mrs Wright she was taken sick on the street and went to a friends house on Green street where she has since been confined to her bed Further than this the girt refused to talk and offered no explanation when asked why she did not inform either her employer or her sister of the reason of her continued absence She again left the against jockeys who rode at the last meeting Nothing was done however in the matter all action being leferred The matter of the reinstatement of certain persons who were barred from the track was also postponed at least not brought up for action The new secretary Robert Mfllroy pre sented his accounts of the last meeting to the association and they were found to be in most excellent order and the showing for the meeting particularly good as the association has practically paid all of its debts and to day stands a good many hun dreds aneaa Despite the fact that there were regattas the Presidents visit and other things to interfere with the meeting the actual eight days of racing averaged more than HuO people a day in attendance who paid their entrance at the gate Mr Knight who came down from Table bluff in Humboldt county yesterday brought a strange story of the sudden death of a valuable stallion at that place The stallion Idaho Patchen the property of Jeff Knight was one around which much interest was centered on account of a rare burst of speed which he made a few years ago and the well doing of his progeny His pedigree which is untraced in Wallace was hunted np with Strange ITetamorphosis by Diseasa A San Franciscan Changed ffis Color The Tint Appearance of Addisons Terrible Disease in California Perhaps nothing in the history of med ical treatment on the Pacific coast for the pains and ills the flesh is heir to has created more interest and speculation in professional circles than the case of George Sturtevant who died last week in West Berkeley after three years illness from that mysterious ailment known as Addisons disease of the suprarenal capsules of the kidneys The subject gathers interest from the fact that the disease is comparatively un known In this country Sturtevant case being the first on record in California and only the leventv eighth in the United States The unhappy victim of this disease was the son of Sturtevant an interpreter of the Merchants Exchange He was 21 years of age Three years ago when the disease first iecame manifest Sturtevants clear and transparent skin was his chief claim to manly beauty At the time of his death his body was as black as that of a full blood negro The first intimation of the approach ot the disease was the ap pearance on the tongue of black pigments formations of toe size or a leaa pencil head Two months afterward others appeared on the gums and the skin assumed the saffron hue characteristic of jaundice He was treated for liter complaint for nearly a year when his parents becominjr dissatisfied With the progress of the cure called a consultation of the most eminent physicians in San Francisco who after a careful diagnosis declared the aiimentto be Addisons disease The young mans death warrant was thus virtually signed Mr Hturtevant immediately moved to West UarKelrv on the advice of the phv sidans in order that the patient might have seclusion He purchased a pretty cottage that stands in a perfect bower of roses on the San Pablo road and to this charm ing retreat bis son was taken to die Young Sturtevant did not know until the hour of death the fatal character of his disease Dut imagined nimseu a martyr to jaundice In the second rear his skin beean to change from a saffron to a bronzed brown tint and in the third year or last staee of the disease from the chest down it assumed a dead black hue not unlike that of the Apache while the face and upper part of ihe bust took on a dull brown color The tongue also became as black as that of a parrot Thee treme tips of the fingers however retained their natural color Daring all this time he never suffered bodilv pain and there was no sercenrible toss of flesh On the other hand to quote his own words be was source of study to the physicians The extreme limit ot life in Addisons disease is three years In a majority of cases the patient passes quietly a war in the second year in his sleep but if the second stage be passed safely the patient nearly invariably be comes lnscne during the third year ana death ensues in a few yours Sturtevant at no stage manifested symptoms of insanity although his watchers were constantly prepared for an outbreak He passed away quietly As soon as his death became known the boys father was besieged with requests from physicians and medical colleges for an autopsy of the body in the interests of science but the mother objected so strenuously that the permission was refused and a guard was placed over the grave to prevent its desecration Prior to 1856 little was known of this dreadful disease In that year Dr Addison the femous English surgeon gave his theory to the world A dissolution of the suprarenal capsules which form the protection of the kidneys Death ensues when tbe decomposition is complete There Is no known cause for the disease which has baffled tbe skill of the most eminent physicians of the two hemispheres But one other case is recorded in the
