In New Orleans we apply this to the stretch between St.

Louis and Cairo. Inboth cases there is a rocky ledge crossing the stream and as fairly requiring the remedial appliances the United States Engineer as any of American seaports. The deepening the river where obstructed by sand bars, can readily be accomplished la Ead, but the ledge requires the more potent blasting. The Government, it is true, has as sumed charge ot this matter, and in the near future we may confidently antici pate an unobstructed eight foot channel between the mouth of the Missouri and mouth of the Ohio. But in the meantime trade is interrupted, the west farmer is injured, millions of bushels cereal crops are held back by low water, and numerous chartered steamship in port of Kew Orleans, or nearly dne, awaiting the cargoes for the trans portation of which they were engaged.

Of course there is nothing we can say that can give any immediate relis in this important matter but we refer to for the purpose of urging all parties interested, in New Orleans, St. Louis, Kansas City and St Paul, to press upon Congress with increased earnestness the crying necessity of making such provision will enable the engineers to "clear the track." We have only room at present to say that the Concert will present extraordi nary artistic attractions, and that all the artists and amateurs to be engaged in it have cheerfully volunteered their assis tance. The Foreign Cereal Demand. In another article we call public atten tion to the grave importance of improv ing the navigation of the Mississippi river between Cairo and St.

Louis. The accounts we receive, both from Great Britain and the Continent, indicate a demand for our cereal crops not equalled even by the memorable year of the Irish famine. In Great Britain there is no longer any doubt that the yield of grain will be much below an average. Mr. Bains-Jackson, an authority on the subject, alleges that in addition to the yield of the previous year, England required no less than fifteen million quarters of foreign wheat and flour, and that this deficit had been supplied and had passed into the hands of consumers without augmenting atocks.

In other words, the supply of the deficiency has been virtually consumed, or at least absorbed. It is the supply of this deficiency that for some time furnished such ample employment to our merchant marine. But the future deficiency presents to the British people a still graver subject for reflection The same authority puts down the deficit of that country at nearly twenty million quarters. Considering wheat alone, another au thority, Mr. Thos.

C. Scott, estimates the requisitions of Great Britain for 1378-79 at sixteen million quarters, or perhaps a million more. Considering these statements together with the requisitions for Indian corn, and the deficiencies in beans, peas, rye, pota toes and hay, the N. Y. Daily Bulletin arrived at the startling conclusion that England will require at least City million bushels more of grain within the next twelve months than she has ordinarily imported, and that the bulk of this supply must be drawn from the United States.

The reports from the Continent are also highly unfavorable. The falling off in the wheat crop, from an average'yield, is estimated at 15 in Germany, 18 in Italy, 21 in Russia, and 22 in Franoe and Austro-Huugary. TnE Conos C. V. Rilty, Chief of the U.
