SCHOOL FUNDS SCRUTINIZED Cotinty Expert DaTta Seeks Ughton the Financial Tangle Much ado about nothing is the expression applied by the Alameda county school officials regarding a stir that has been raised by the Board of Supervisors regarding the expenditures by School Trustees for maintenance of the various district schools of the county County Expert Fred Davis has undertaken in behalf of the Board the task of ascer taining the exact condition of the finances of the school districts There have been warrants drawn to the amount of about 140000 to maintain the schools during the present half of the fiscal year These warrants will not be payable until December when the apportionment of State and county taxes is made The fact that this amount is outstand lng against the school funds has given rise to rumors and statements that the county school fund is impoverished The Superintendent of Schools states that this Is an error He says the necessity for drawing waranta ahead is due to the fact that funds for school maintenance are not available during the first half of the school year as the tax apportionment is delayed until the last of the term In order to keep the schools in operation the waranta must be drawn and payers are forced to discount or hold them until there is money to the credit of the fund in the county treasury The School Trustees under the law are compelled to kec the schools In operation at least eight months of the year They cannot spend In advance more money than will enable them to furnish facilities for that minimum term The County Superintendent has supervision over the district funds to the extent that he must not allow any of the Trustees to overstep the limit Axed by law The situation at present Is one which the Board of Supervisors will attempt to regulate In some way to cause a more even distribution of funds so that the warrant shavers will not reap such a harvest The warrants now outstanding are for expenses Incurred during the him visits the jail occasionally but she has not re 1 lented sufficiently to make an effort In his behalf Stuarts confession to County Clerk Jordan that he was a bigamist rather set his Oakland catch
