suggestion and the San Rafael trustees believe that the older water company will be forced to sue for terms when the Issue Is placed flatly before it The first step toward bringing about concerted action In this new movement came yesterday when the Board of Trustees of San Rafael mado arrangements to hire an expert to estimate the cost of a municipal distrlbut InftT system for San Rafael to take the aee of the present one When such ah estimate Is made the two rival water companies will be asked to name the figures on which they will negotiate the sal of their several properties The San
