of city property but that they are very much below the mark may be readily seen from the very trifling difference in the estimateifox JlSStf and those for 1883 For sears pass the talue of the schoolhonse property has sot been ap praised andjtueoniy amerences in the estimate are mada by adding thej cost of new Improvements each year to the estimate madj years ago In fhe last municipal report the total value of the school property was set down at 3r00XM Of this sum 830000 is reoorted as thevalue of the schbol sites and the remainder repre sents the value ol school taujdings furniture libraries and apparatus Tne latter is a depreciating asset as the buildings become much less valuable as they grow older but the former the school sites are an asset the value of whkh la schoolhouse lotS of varying size tome of these are at present of very trifling value but others are among the very finest properties in the city The Lincoln Jrammar School and the 100 tara on a part of which it stands is said to be worth little snort of 11000000 which according to the estimate referred to would Jeave but Lf 930000 for the value of the remaining 150 school sites To the valuation of some ten years ago at least another 11250000 can safely tut iriilMl and if the school nronertv is etklown as being to day worth M50 mji tne cgures are not an over esti mate The Fire Department lots and im vravements are of course less valu able being smaller properties The municipal retort estimate gives as their worth 1950000 This sum is open to tlis same objections as the estimate of the school property and the actual value is in all probability little short of 1300000 The most valuable property owned by the city is of course the public ground The squares parks hospital orison and public bmldina lots are distributed all brer the city and are daily increasing in value The authority quoted fori the valuation of the Bchool and Tin Department properties estimates the parksr public grounds and build ings at 17000000 All these estimates jf for reasons readily understood to say the least very modest The public property referred to is worth probably nearer 3000000 Adding the totals fori the three together instead of the estimate of nearly 20750000 as quoted by the municrpai report the actual valine of tha citys possession is about 3000000 without oTtrstimation The city is pat to proporuoatel as great expeos as any private individual owner could he in settling her title to her own Against property in each of the three classes litigation has been going on for years with indications that there are many fresh suits still to be commenced At present the city has forty separate cases to fight either aggressively or defensively while in a few days the number of the former ought to be very largely added to Of these forty cases twenty one suits have been brought by the holders oi property against the city to quit title to their holdings and nineteen have been brought by the city against persons in possession for tha surrender oi property The schoolhouse sites are free it from litigation There area few suits Still to the Supreme Court but a recent decision of that judicial body in favor of the city governs the majority of them and so not much trouble is to be anticipated in that direction The Fire Department has three suits on hand In each case against men who have squatted ou hre engiiie lots and refuse to surrender possession The most important tuits of all are for public grounds onisomeof which there are scores of prime buildings and which though recordedas city property are soiar as posseseion goea city property in name only It has been suggested that in these contested cases nben the city is the rightful owner and where nothing else but There are 155 schoolhouse sites belonging to the city and on kirty two of them stand scboor buildings The most valuable of all is the 100 rara on which the Lincoln Grammar School etand In March 1870 become school property On Post street ISPJi east of Stockton the department owns a lot VAIV 4V4VN4 IVA VM Tears and another eood improved property on Fourth and Clary streets also leased tor pertoa or tea years Among the other valuable school properties are the fine corner southeast of Stockton and Bush streets 1376x1376 the Commercial School on the east line of Powell street south of Clay 688rl37 6 on the west line of Powell street south ofJackson 639x137 8 on the north one of Sutter street west of Gough 1376x120 on the north line of liroadway 1376 west of Powell street 65 2il37 and the buildings and sites on Broadway near Bansome street Union street west of Montgomery the southeast comer of Washington and Mason streets Geary street west of Jones and several good properties south of Market street The less valuable sites at present are in the many blocks north and south of the park and in the Potrcro Some of the lots have quite an interesting history as for instance the schoolhouse on McAllister street whkh stands partly on ground reserved under the Van Ness ordinance and partly on purchased ground The ordinance reserved 20 per cent of all land in the hands of owners at the time of its pas cage for public improvements and when the school was half built In 1870 Louis Bitter showed that the city was appropriating more than its 20 per cent and that the building was partly on his land lie received 7636 for a frontaee of 876x1576 What is known as the Point Lobos avenue school stands on ground which was originally dedicated as an Academy of Sciences lot It is on the east line of First avenue 100 feet north of Point Lobos avenue and measures 157x210 and was lost to the academicians because they failed to tarn it to the account which the acceptance of the Lobos a venue School additions to the Boys High school and the new Clay street school hear Walnut street Although there are so many school lots it has been necesary on more tnan one occasion to buy property in certain localities while in others the schools have been crowded out and have become unnecessary in the business quarters Lots too in one section of the town have been exchanged for others more suitable by agreement with private owners The school buildings alone and without furniture have cost the city 1063155 while fully equipped or at least to the extent that they are equipped an lots belonging to the city on seventeen of them engine houses stand on five there are truckhouses on five are separate hosehouses and there is also a Corporation Yard on Sacramento street and one on Waller Three lots are in litigation and have so been for about two decades Of these three properties one is on McAllister cast of Tan Hess 30x1370 and is covered with private dwellings having been Bollocr scandal and the matter seems no nearer a solution now than it was the first day the story wss noised about On the contrary instead of the affair being the usual nine days wonder and then dying a natural death the Bullocldtes and those who believe their late townsman guilty of hehlack charges placed against him continue their battles The announcement in yesterdars Cbsoxicu that the Insurance company for which Bollock acted as agent had attached his property for a 1700 shortage in his accounts made those whobetieved in his guilt all the more secure in their theories This announcement together with the one made by Depnty Sheriff Proussey that Mrs Bullock said she did sot mind tho attachment as she was going to sell her property anyhow sd join her husband aroused the belligerent feeling against Bollock and ominous threats of speedy justice were heard if he should only place himself within the reach of certain determined citizens who had madeup their minis last Wednesday night to have a reckoning with Bullock but who were disappointed when they want to his bouse to find that the bird had flown The battle which had been in progress on the streets for several days got into were doomed to disappointment The cause of all the trouble young Maud Bullock seems to be a regular will the wisp and none oi her parents friends can find out anything about her It is known that she was at the ranch of her uncle Walter Johnson of Livermore until Saturday night but at 6 oclock that evening she was taken away and brought nearer home Bice who has been one of the active movers in the expose of the whole affair and who called It to the attention of Bev Mr Madge is the one who it Is now said knows where the girl is and he is ready to produce her at any time her father can be captured An eaort is being made to find a man who according to Maud Bullock witnessed the last assault and they are positive if they can find this witness and then captors Bullock there will be no doubt of securing a conviction The warrant which was first Issued by the District Attorney for the arrest of Bullock when the matter was called to his attention by the senior Bird was destroyed Saturday and a newone was sworn to by Walter Johnson the girls uncle In spite of the action of her relatives Mrs Bullock declares that the innocence of her husband will be proved to the satisfaction of everybody She says that her husband is the victim of a conspiracy and that his daughter has been found weak enoueh to assist her I fathers enemies who lor business and otter reasons were anxious to get rid of him One reason which Mrs Bullock cites as a proof of the Inconsistency oi br daughters charges Is that she has retracted them twice and would do so publicly but for the way she is kept by people who are not anxious to have the charges retracted Mrs Patterson was asked why she withdrew from the Methodist Church and she stated that she did not think that the elder Mr Bird had shown a proper Christian spirit in regard to the charges made against Mr Bullock and so long as he was a worshiper In the church she would have to have her services St home Shis said that she bad known Mr Sport grasped the edge of the raised stage and looked thankiul that his work was over Ue was loudly applauded The loud voiced man then announced that Campana had beaten his record and made the five miles In the unexampled time ol twenty seven minutes He was glad the loud voiced man was that Sport had done this in the beautiful climate of San Francisco Then Old Sport came but and in a piping voice thanked the ladies and gentlemen of San Francisco California ior helping him The band played and Campana became a memory A sword contest was the next ester tainment Bbthke a German and Order A mass meeting ot union bakers was held yesterday under the auspices of Unions 24 and 23 whose members are principally Germans The objects of the meeting were several first to shorten the Hours of work from thirteen to eleven second to have six days constitute a weeks work and third to devise ways and means Of accomplishing these results The bakers are willing to put in thirteen hours work on Saturday but they think that to follow up these hours week in and week out without rest even on holidays Is asking too much of them Neither the American nor other bakers are compelled to labor thus
