If we admire the bold relief of the everlasting mountains which shut in our great valley on either hand, we find no less to admire in the imperial river which brings to us so vast a commerce. Its practical utility to man is that which crowns it with majesty. But as a commercial factor the river is at this time making its strongest appeal. As a sure means of restraining within reasonable bounds the extortionate charges of transportation monopolies, the channel possesses supreme value. The necessity of rendering it adequate to the demands of the commerce which relies on it is the necessity of the whole valley, twenty millions of people.

The demand of these people that a reasonable fraction of the taxes whialvthey pay for the needs of the common government shall be devoted to the improvement of this channel, must ultimately lve granted. But it will not be granted until it makes itself so elearly heard that it is "recognized by the whole land. One of the plainest necessities of such a demand is tbat it shall be repeated incetsantly in order that it may be heard. And how shall it be repeated in a more flensing melody than when set to the umi: oi Lis march to the sea And how shall it be heard with greater pleasure than when wreathed with the poetic graces of romantic history And how shall it appeal more strongly to tired business than when combined with lestfui etory If the hoards of commerce and trado tLe vimous business bodiwf thai upper vallej should receive an invitation from tho combined mercantile organizations of New Orleans, to attend the LaSalle celebration, to enjoy tho pleasantest month of the spring, in the pleasantest city of the valley, to giyc a day to history, to poetry, to adventure, to the spirit of tho heroic past, and then, in the very mouth of the river, where LaSalle erected the cress, to resolve themselves into an impromptu convention for the improvement of the river and its naviga ble tributaries, pleading, in the very words of the great convention of at Memphic, ''That it is expedient and proper for the next Congress to make an appropriation sufficient for clearing out the snags and makiny other nteessary improvement to the navigation of the great Western rivers," and reinforcing the belief of the convention of twenty one States aud two Territories at St. Louis thirty six years afterward.
