At the usual honr of opening, however, a crowd of two or three hundred people gathered at the intersection of Fifth, and Morgan, streets.

The poorer and less intelligent -were, as usual, timorous, and a few were inclined to be clamorous. Those better informed discussed the situation calmly, and argned that although there might be a little delay, yet depositors were rare of every dollar. A card from the president, offering ample security against any possible loss was distributed among the crowd, and helped to zaftke the feeling easier. Gradually the ranks thinned, and after a couple of boors those waiting about the door were reduced to a sdOre. consultation of the officers, those roost largely interested in the bank, was beld during the day.

It is thought that by judicious management the institution rsaytieet all i obligations without drawing on the the iaadvisability or impracticability of realizing on the assets at once sbould necessitate the stockholders contributing toward an early dividend to deposi- tors. The failure of the Central Savings and other banks in St. Louis and at dirterent places in the State, impressed upon the Legislature the importance of passing some law to protect depositors. The rotton condition of some of tnese defunct banks nad crested a clamor among the people for a law protecting depositors. Senator Pope introduced a bill full of severe requirements and it passed the Senate. Senator Pbelan afterwards introduced the bill which finally became a law, and it was intended to prevent any but banks in tie soundest, condition from doing business.

Some of the ablest members of the General Assembly, men who were not interested in banks, and who really desired to protect depositors, OPPOSJCD THI PHXLAN BILL on the ground that it was too rigid, that it would handicap the banking business, and drive good, safe men oat of that line of commerce. The Phelan bill goes into effect according to the constitution, ninety days after the adjournment of the General Assembly, which brings it into force on the 1st day of August. This bill requires each bank to make at least two worn statements of its condition annually to the Secretary of State, and authorizes this officer to call for an additional statement from any bank at any tone he may see fit without Rrrirrg the back any warning of his intention to make such a call. When it is shown that any bank is impaired to the extent of twenty-live per cent, of its capital stock, it must close up, unless the loss is made gcod by stockholders within sixty days. Before opening business the incorporators of a bank must state in full the amount of capital stock and all other details, and one-half the stock subscrib ed must bs paid up, and the other half must be paid within a year.

A form of the sworn report to the Secretary of State is prescribed and it is so arranged as to leave but little chance for building support on worthless securities. Any officer, director, agent or employe of a band who shall receive a deposit or assent to the reception of a deposit, or create a debt or assent to the creation of debt, with the knowledge that the bank' is is failing circumstances, is made liable It civil action for toe amount of the deposit or debt, and is subject to criminal prosecution and imprisonment in the penitentiary. New York sight was 1-ltt per cent, higher on the inside rate for commercial. The dispatches reported Liverpool firm at previous rates, with sales of 8000 bales, and sellers of arrivals meeting the demand at last evening's prices.
