David Block, of this plaee, has been appointed by the Government, agent for the purchase of cotton, and to receive the subscriptions of cotton loaned to the Confederacy. We recommend to our citizens that they freely co-operate with the government in this matter. It is equally a matter of interest and patriotism. The planter will receive pay for his cotton in funds which will be available for ordinary purposes. If he should keep it, it may lie upon his hands for some time yet as dea capital.
