The injustice to us of this'mode of mail service appears in a strong light when the revenue received from Louisiana is compared with the expenditure within the limits of the State The total receipts for the year ending 30th June, 1858, were $180,042 11. The total expenditure for the same period was but $61, 166 44 leaving a Daianee in our lavor uut expended here, of $118,875 37. With this showing in favor of Louisiana, and a con stantiy increasing income to the department from our State, why have not greater mail facilities been fnrnishedT But the people of this city have especial reason to complain that the department has not thought fit to elevate our Poet Office to the same grade occupied by those of New York, Boston, Philadelphia, Baltimore, andi indeed, other commercial cities.

This city is fast rising to a commercial position of the first magnitude. As an exporting town. New Orleans now leads all other cities. 1 Her imports are rapidly increasing, and her commercial connections are as extensive, as varied and as important as those of any other city of the Union. Yet the mercantile community is here debarred from those postal facilities, deprived of which, the merchants of any great Wortn ern city would raise such a clamor as would startle their self complacency the occupants of the Poet Office buildings at Wash, in ton.

The opening of the Tehuantepec route, the reestablish meut of intercourse with Texas by Berwick's Bay, the new mail connection with Vera Cruz, and the steam communication with the eastern ports of the Gulf, render it now important, if it never was before, that the post office in New Orleans should be raised to the dignity of a day and night office. We have really grown up to be a great distributing centre of mail matter as well as of valuable agricultural and commercial products, and the department cannot much longer quietly ignore onr position. We call the especial attention of the Department at Washington to this matter, and hope that a new policy in nib office will he 'man curate for the New Orlean mails. We are not content to have our office ti to 9 o'clock as an especial favor, the office still remaining in its former subordinate position. Among the most notable of the att actions which New York is just now presenting to visitors who are now crowding her streets hotels, I know of nooe more worthy of admiration than two pictures which are on exhibition at the well known establishment Williams Stevens', in Broadway. Oar Aonntrvman. Church, bavin won the unstinted approbation of the best art critics of old world, by the exhibition ot his truly wonderful work, the Great Horse Shoe Fall Niagara, bas replaced it here, and now thousands are daily gaung on it witn rapture.

truly worthy is it of the world wide reputation it bas gained. It is a picture of oblong shape, measuring seven by three and a feet two squares. The view of the great fall is taken from the Canada side, near Table Rock, and gives the full sweep of the horse shoe, to the corner of Goat Island where stands the observatory tower. There no foreground to the picture, properly speaking the spectator seeing nothing but, water from the front of the canvas, excepting the line of the distant Canada shore. The grand leap of the mighty ocean over the lip the precipice, with the myriad cascades formed by the points of rock that project from edge, the marvelous rapids below and above, the ever ascending clouds of foam and spray made by the turbulent masses of water dash with such deafening roar on the rocky' floor at the foot of the mighty cliffs, are all presented to the eye of the spectator with most vivid reality and startling effect.

Until one has seen this picture he form no idea of the possibility of painting a great body of water in motion. The artist has selected an autumnal afternoon, (towards sunset,) as the time of his view. sky is almost cloudless, though there is here and there to be seen a light wreath of purple vapor, tinged with the glow of the setting sun. The whole body of the water that forma the great fall seems to be rushing to wards the beholder, and he may almost tancy that he hears its mighty roar, and feels the spray as it comes np from the surging walers his feet. Mr.

Church has thrown across wet air of this never ceasing spray cloud rainnow oi sucn singular suu aurkuug luminosity as to create the impression that some artificial means, extrinsic to the painting, must have been used to produce it. It is if the rays of the sun were reflected upon the canvas from a fine prism. But language can no more adequately describe this picture than it can do justice to the wonderful original a feeling with which I was most forcibly impressed when, after reading a pam phkt filled with laudatory criticisms from the pens of the best critics on both sides of the Atlantic, I came to look upon the pioture itself. And I am the more easily consoled for the regiet I feel in view of my inability to do justice by description, by the fact that my New Oi leans readers are soon to have the pleasure 8f seeing it for themselves, and enjoy id as they are sure to do, all its marvelous beauties. Accompanying the (as now at Williams Stevens's, here,) will be Barker's fine painting "The Coreo," representing "the start," in one of the famous horse races which closes the Carnival, at Rome.

It is a worthy companion piece to Rosa Bonheur's great 'Horse Show," which was last season exhibited in your city, and that was so universally admired. The artist, a pupil of Horace Yernet, had alrendy gained a very elevated rank among the historic painters of Eurc pe, before producing this, which is considered his chef d' auvrc In extent of canvas, number of figures, (equine and human,) interest of incident, brilliancy of coloring, truthfulness to nature, and general command of subject, this picture is indeed a great achievement I forbear giving a detailed account of it, in this place, as you will soon have it upon the walls of Odd Fellows' Hall, in company with the "Niagara" of Church. The lovers of art in your city may confidently anticipatethe en joy ment of a rich and rare treat. New York is all astir again, to day, with military movement. The 7th Regiment (National Guards) is escorting home, from Staten Island, the 71st, which has been in camp the last fortnight, at the Quarantine Station.

Both regiments make a fine display, the two showing a column of some fourteen hundred men, as they march up Broadway. This morning, the 69th went down to replace the 71et, at ''Camp Washington." The 7th, (or rather he right wing of that large regiment,) will succeed the 69th, in the performance of thia agreable duty. The Broadway tbeatre, aner a long interregnum, opens its doors this evening, for the purpose of introducing to her many friends and admirers, here, that pleasing actress, Mrs. Julia Dean Hayne. There is a great rush, I am told, to the box office, and this old and popular place of resort will be as fall as it can hold.

The house, which wiU contain some four or five thousand dollars' worth of audience, at present prices, has already been engaged by the public, and there is a prospect of a sight worth seeing before the curtain, as well as of music worth bearing beyond it, on this eventful evening. A corre spondent of the Vickeburg Sun says There is over three miles of the track laid from Goodman towards Durant, and by the tniofotioaHiA rortjnna of the SuDerintendent. Frost, and the indispensable services of energetic friend, John Fletcher, with his hands, on the grading department, the road probably be completed to Durant by the 18th of November, and certain by the 1st of December. The portion of the road completed from Goodman to Durant is smooth after taking a ride over it yesterday, I pronounced it a splendid piece of work. THE CITY. Mortuary.

The number of deaths from yellow 'ever throughout the city during the twenty four hours ended at noon yesterday, according to the returns of the Board of Health, amounted to 31. A Charge. Dark, leaden, starless skies began early last night to foreshadow the ad vent of rain two or three noun atterwaras a stiffieb, bowling breese corroborated the promise, and not long after midnight it commenced to pour down in floods as loud as a thousand mountain torrents, and seemingly as heavy as Niagara, while the garish lightnings fitfnilv illumed the heavens, the thunder growled long and loud rumblings, and the hoarse wind roared as bravely as the mariner sea ever cares to hear it. The storm beld np before daylight, but the morning broke heavy, louring, windy, humid and chilly. A few faint gleams of sunshine have since straggled through the dull skies; but we think we may safely conclude that we are now on the eve of a change from the warm weather which has thus far prevailed, to a dash of seasonable coolness, although it is very warm to day.

Bickham, the assistant house surgeon, dressed' his wounds, and it was found upon examination that he had torn off the integuments from the elbow, broken the olecranon snort on, aua taken off the periosteum from the inner condyle of the humerus and adjacent parts of the bone. It is an ugly wound, though it can scarcely be called a dangerous one. Not Arrbstsd. The police reports yesterday contained a record of the arrest of N. D.

Marvel, on the charge of having committed an aggravated assault but a friend of the gentleman informs us that he has not been arrested. A counter charge has been made against him by one of those accused by him of an assault upon him with intent to kill, but Mr. Marvel is now confined to his house by illness. Mr. Marvel is an old citizen of the Fonrth District, and has the character of be ing a very reputable gentleman.
