TRIBUNE Oct.31, IKS 20-cenf pay phone calk OKd DENVER (AP) -Ttw Colorado Public Utilities Commission today authorized Mountain Bell to put new rates into effect, including an increase in coin-operated telephone charges from 10 cents to 20 cents. The new rates will mean $11.5 million in increased revenues for the telephone company. Mountain Bell had initially requested an increase of approximately $40 million. The order handed down by the FUC also will allow the telephone company to charge 20 cents for all directory assistance calls after the first five calls each month. Two informational requests will be permitted per call, the PUC order noted.

The PUC order said authorized increases for a private home telephone will vary from 35 cents a month in the Denver area to 95 cents a month in some small communities. Additional increases for optional "luxury" services, such as princess style phones and touchtone, were also authorized. PUC Secretary Harry Galligan said a family with several extension phones and other options could see an increase of $3 or $4 a month. Higher rates will go into ef- fect immediately except for the coin-operated rates, which will not be effective until the telephone company has converted the pay phones to a new system. Spokesmen for Mountain Bell said they expected to have the thousands of pay telephones throughout the state converted to the "dial-tone first" process by June of 1977.

In making the decision, the commission said "instead of raising all customers' basic rates uniformly, which would have continued the subsidy from the general ratepayer to the specific classes or users of specialized telephone serrvices, we have chosen instead to directly assess those classes and users who have heretofore not paid their own way." "Thus, our decisions authorizing a 20 cent pay telephone call, a directory assistance charging plan, while appearing at first glance to result in significant rate increases, in reality result in a much smaller increase required for the general body of ratepayers." "Dial tone first" will make it possible to reach a dispatcher for "911" type emergency services, or a Mountain Bell operator for placement of collect, third party charging and credit card oils without depositing any coins. Under the order there will be no charge for "911" emergency calls when dial tone first becomes available. And since the pay phone is the basic telephone service for many low and fixed income persons, pay phones in "identifiable locations" with a high concentration of such persons such as nursing homes and public housing, will not be subject to the increased rate, the PUC said. "That's not going to be easy to determine," Galligan said. He said Mountain Bell must come up with a plan to identify those locations to the PUC.

The telephone company will be authorized to charge 20 cents for all directory assistance calls after the first five calls each month. Two informational requests will be allowed for each call to the directory assistance operator. Mountain Bell had asked that the charge be effective after the third call. The commission ordered the charge so as to place the cost of the service on those using it, rather than on the general ratepayer who is currently paying the regardless of his usage. The commission said about 65 per cent of calls to directory assistance are for numbers listed in the directory.

The drop in calls expected from the charge will lead to a cost saving of over 13 million to ratepayers, the PUC said. The PUC directed Mountain Bell to exempt from the directory assistance charges visually and physically handicapped persons unable to use the telephone directory, and patient phones in health care facilities. And the commissioners also ordered that no permanent em- ploye of the telephone company is to be discharged due to the decreased volume of directory assistance calls. "The labor saving," the PUC said, "is to be accomplished through employee turnover and reassignment." While commissioners Edythe Miller and Edwin Liindborg approved the rate increase, Henry Zarlengo, as expected, dissented. He said the rate of return on equity authorized for Mountain Bell is 11.4 per cent higher than the average rate for 215 comparable major electric utilities in 1974.

Panel rejects Coors for CPB board By HOWARD FIELDS WASHINGTON (UP!) There was something about tall, lanky, bespectacled Joseph Coors, the 57-year-old head of Adolph Coors that made the Senate Commerce Committee feel uneasy about his nomination to the 15-member Corporation for Public Broadcasting. Whether it was his strongly held conservative views, unanswered questions about his ambitions or simply a concern about a possible conflict of interest, the committee voted, 11-6, Thursday against his confirmation. Coors said during hearings last month that he was not a member of the John Birch Society but agreed with many of its positions and contributed money to it. He agreed that he established the independent network, Television News, in 1973 in part to counter what he felt was unhealthy domination of the nation's television news by "the eastern establish- Coors, who sat with his wife through all of the hearings, was staunch and unwavering in his testimony. Despite urging by even those committee members who voted for him Thursday, Coors refused to resign from TVN.

A committee aide said his refusal to resign from TVN played "a substantial" role in his defeat. The millionaire Coors, at home in Golden, when the committee took its final action, said: "I feel that it was an unfair decision It is very apparent that the majority of this committee is not interested in having a conservative businessman on the board. "One person cannot in any way control that CPB board. I feel that I have the right, as an individual, to support any kind of organization or philosophy that I feel inclined to. As long as it's legal, it shouldn't be attacked." Sen.

Lowell Weicker, R- the only one of the panel's six Republicans to vote against Coors, said, "My vote was based on a pattern of insensitivity and bad judgment that threads through every- thing the man I just think his judgment in many areas has been poor." Sen. John Pastore, who chaired the hearings on the Coors nomination last month, said then, "There is something here which raises in my mind, raises a red flag. Why do you insist on wearing two hats? Why do you want this appointment? That is the question which keeps gnawing on my mind." Coors, whose nomination was one of the last official acts of former President Nixon and who was renominated by President Ford, replied: "More than anything else, I am seeking this job because the President of the United States asked me to. I consider it a dictum." Enough manpower available for oil shale development Hew state highway director urges transportation depf. DENVER (UPI) --Thereare enough residents already living on Colorado's Western Slope to supply a work force to develop a 50,000 barrel per day shale oil operation in Rio Blanco County, an industrial engineer said Thursday.

Lee E. Knack, industrial relations director for Morrison- Knudsen of Boise, Idaho, mode the comment at a meeting with federal, state and local government administrators. Knack's firm is the primary engineering contractor for the Rio Blanco Oil Shale Project, which is being carried out by the Gulf Oil Corp. and Standard Oil (Indiana). There are about 35,000 residents in 10 counties of northwestern Colorado below 19 years of age and 20,000 residents between the ages of 20 and 29, Knack said.

This indicates most of the work force at the planned oil shale site can come from the area, he said. Morrison-Knudsen is developing the manpower and training program for the Rio Blanco Oil Shale Project. In discussing potential energy development of the four- state area of Colorado, Utah, Montana and Wyoming, Knack said times as many miners now working in the states would be needed by 1980. "This would raise the number from 6,600 in 1975 to 15,800 in 1980," he said. "These figures are conservative since there probably are other projects in the developing stage for which no information is yet available.

Other sneakers included Donald Cummings, vice president of Gulf Oil Real Estate Development who is helping the city of Rangely develop a master plan for energy-related growth, and Edward P. Wells, general manager of construction contracts for the Rio Blanco project. Wells estimated a peak of 800 construction workers would be needed during 1978 or 1979 for construction of the first module of the mine and plant. He said about 370 permanent workers would be needed for the first phase work. Wells said expansion to 50,000 barrels per day production was not expected until 1985.

The permanent work force at that time will be about 1,150 people. DENVER (AP) Establishment of a state department of transportation, turned down several times by the state legislature, must be a top priority, Jack Kinstlinger, new state highway director, said Thursday. Kinstlinger, who made his comments to the Colorado Highway Users Conterence, said the state must have a role in coordinating all aspects of transportation. He told the group his top priority in transportation is to maintain the highway and transportation system the state now has. It's unfortunate that in tough economic times, maintenance programs are the first to be cut back, he said.

According to Kinstlinger, there must be long range planning and a short range program to insure that public funds "are invested wisely and prudently." Before any money is spent on transportation, he said, the state must look at possible economic and environmental impact. Kinstlinger, 44, is former deputy secretary of the Pennsylvania Department of Transportation. Utah student prime suspect in slaying of three women DENVER (UPI) A University of Utah law student held for attempted murder and kidnap is a prime suspect in the abduction of three western Colorado women, according to a Denver newspaper. The Denver Post said in a copyrighted story Thursday authorities confirmed that Theodore Robert Bundy, 28, used credit cards on Jan. 12 in Aspen, March 15 in Dillon and April 6 in Grand Junction.

The dates correspond with the dissappearance of the Traffic toll reaches 492 By The Associated Press Colorado's 1975 traffic fatality toll has risen to 492 following the death of a Colorado Springs woman. The count on the same date last year was 514. The State Patrol said the victim, Thelma Smith Dewell, 63, died of injuries suffered in a one-car accident Thursday. The accident occurred about a mile east of Brandon on Colorado 96. According to fhe patrol report, the woman was a passenger in a car which ran off the road, became airborne and crashed into a ditch.

The Colorado cases, involving the abduction and murder of Caryn Campbell and the disappearance of Julie Cunningham and Denise Lynn Oliverson, fit the patterns of slayings that began in Seattle in January 1974. The murders later began in Utah in the fall of 1974 and suspected cases fitting the same pattern occurred in Colorado last January. All of the victims were in their late teens or 20s, had long brown hair parted in the middle and wore pierced earrings. Bundy was arrested Oct. 2 in Utah as a suspect in two Utah murders and six similar cases in Washington state, the Post said.

He was being held on $100,000 bond. Sources said Bundy used the credit card on Jan. 12 in Aspen, the day Miss Campbell disappeared from her hotel room, March 15 when Miss Cunningham was last seen walking near her Vail apartment, and on April 6 when Mrs. Oliverson disappeared from her Grand Junction home. The Post said authorities apparently matched Bundy's signature on credit card receipts used on the dates and a man matching the suspect's description was seen in the Grand Junction and Aspen areas about the time of the murder and disappearance.

Bundy's friends in Washington described him as a "comer" in Washington state politics and was an assistant director of the Seattle Crime Prevention Advisory Commission and was active in the state's Republican Central Committee. Bundy has declined offers by friends to start a fund to raise his $100,000 bond, saying he would rather remain in jail because of widespread publicity about his arrest.
