CAST FROM THE DEY-PGA Commissioner Joe Dey's banning of banners at tournaments in another step in taking the color out of what is becoming a colorless sport dominated by a string of no-names. Spirited galleries grasping for heroes shouldn't be quashed like so many rats.

"If we let this go on, the galleries will have a slogan and a sign for every player," Dey warned. Shudder at the thought of that, and have you ever seen a sign distract a player? Shades of the 1965 ruling when players were notified they would be fined $25 for throwing a golf ball. LOCAL NOTES Dick Nelson has joined the staff at Hollywood Lakes as course superintendent. Ml John Miller, a 22-year-old rookie, bolted into contention with a fantastic 10-under-par 61 Saturday while veteran Gene Littler took over the third round lead in the $100,000 Phoenix Open golf tournament. Littler, the defending champion, had a solid 67 for 202, eleven under par after three trips over the par-71, Phoenix Country Club course. But the bright, sunny day belonged to the charged up Miller, a lanky blond who came within one stroke of the PGA competitive record for 18 holes.

TWO BACK Miller, who made about in his first nine months on the pro tour, moved past 58 players with his remarkable round and was just two strokes off the pace at 204. "Unbelievable," said Miller, so excited he could barely talk. "Lucky. You can't be lucky to do something like that." Dey detects signs or "hoopla stuff" on the professional golf tour and doesn't like it. "Look at this," he said, pointing to a newspaper picture showing one of Dave Hill's fans carrying a placard reding "Hill's Angels" at the Los Angeles Open.

"I want to eliminate this sort of thing. Hoopla stuff has no place in the game of golf." Dey said this includes signs Swim Record satellite tournaments firmed up this year, including three new ones, with seven more in discussion stages. Purses range from $25,000 to $60,000. The satellite tournaments and Dey's other innovations are aimed at easing the congestion at Monday qualifying rounds in which as many as 200 players shot for as few as 10 spots in the field for the tournament proper. A pre-qualifying round for the occasional tour player will take effect at the San Antonio Open Feb.

19-22. Twenty per cent of the players in the pre-qualifier will be eligible for the Monday qualifier. "The tour regulars in the Tournament Players Division have already earned the right to play in qualifying rounds," Dey said. "We feel the occasional player should have to earn that right too." of the preceding year don't have to qualify at all they automatically get in to the field of 144 starters but beginning next year, that will be changed. There still will be exemptions for the Top 60, but these exemptions will be based on points rather than money won.

The new system for next year went into effect at the Los Angeles Open 10 days ago. Under the new system, 120 points will be awarded to the player who wins first place in 72-hole tournaments offering at least $100,000 in prize money. The runnerup will receive 90 points and other winners will receive points graduated down to one for 70th place. For satellite events, where the purses are under $100,000, points will be awarded according to the percentage which the purse bears to few in the most established lery of all-Arnie's Army. tour needs and appreciates the galleries, but he regards the display of signs on the golf course as something other than affection for the players.

"The people who carry those signs are show offs," he said. "They're just trying to draw attention to themselves. "I have asked tournament sponsors to prohibit those signs. They can use the police if they have to. "If we allow these gymnastics to go on, the next thing people will want is a nine-hole halftime show." Dey might be considered stuffy in his attitude toward placards, but in his quiet, persuasive way, he and the Tournament Policy Board have instituted major changes for the 1970 tour which will help the average player who is struggling to meet expenses.

SECOND TOUR Of 488 players on the 1969 money list, only 129 made as much as $10,000. He has the beginnings of a Second Tour or minor league and new procedures for qualifying for tournaments and ANNAPOLIS, Md. Dave Edgar of Tennessee bettered the listed NCAA record for the 50-yard freestyle Saturday, swimming the distance in 20.5 seconds during a dual meet with Navy. The Tennessee sophomore, from Fort Lauderdale, clipped two-tenths of a second off the 20.7 clocking set by Sam Frawley in 1969. Edgar also won the 100-yard freestyle in 45.9, a Navy pool record, as the Volunteers beat the Middies, 64-49.

JOSEPH DEY persuasive "If we let this go on, the galleries will have a slogan and a sign for every player," he said. "The golf tour is not Shea Stadium. It's a player's game and these signs can distract the player." NOT AFFECTION Dey emphasized that the ire now accepting applications for social and The Top 60 money winners granting exemptions. The total purse could go as high as $7 million this year, up from last year. If several new tournaments in the works come through, the players would have only six free weeks.
