8pecial to New York Herald. Washington, Nov. 5. Private advices from British Columbia, through an authentic source, represent public sentiment ia that region as almost universally in favor of annexation to the United States. Tbe progress of American enterprise in the adjoining States and Territories presents a marked contrast to the condition of things in that tax ridden colony.

There is no affinity between the officers of the Government and the people. Busi ness is depressed. It requires the utmost efforts of tbe residents to exist. Victoria is almost deserted, nearly ont third of the houses being untenanted. The movement of a Ca nadian confederacy is regarded as utterly at variance with the true interests of British Columbia, and few thinking men in that region favor it.

Smuggling en the Gall Coast. The Inspector of Customs in tbe New Or leans district has reported to the Treasury Department that he has finally succeeded in obtaining full information in regard to the operations of a gang of smugglers and des peradoes, who have long had their haants among the swamps and bayous of tbe Gulf coast, and have been carrying on a successful business in delranding the revenue. The gang consists principally ot Chinamen, Portuguese, Malays and Creoles, led by two white men named Wright and Smith. The Inspector states that, witb the knowledge he is possessed of, he is txmtident of being able to effectually break nfrfill illicit traffic in that district, and warns the Department to be on the alert along the Rio Grande in Texas, as he thinks that most oi the gang will go in that direction. Senator Trnmbnll Htanton'a Removal.

Washington, Nov. 0. Senator Trumbull thinks the question involved in Stanton's restoration to the War Department a much more complicated difficulty than was sens rally apprehended. He says should tbe Sea ate decide that the civil office tenure bill de prives the Executive of constitutional power to remove a member of the Cabinet, it does not follow that he could not remove Stanton. The laws are that a Cabinet officer shall not be removed during the term of the President by whom appointed.

The question to be first settled is, when did Mr. Lincoln's term expire. The Presidential term is not necessarily lour years, for should Johnson die, a new election would be ordered and a new term commence. Being thus settled that the Presi dential term is not necessarily four years, it may be decided that tbe term closes with death, and a new term commences with his successor. Mr.

Trumbull thinks there are several knotty questions to be settled before Stanton secures Lis restoration. Threatened Burning and Bloodshed. Reliable intelligence irom Bedford county. Va. ea that a white man named Varner, who runs a Bureau school in tbe village of Liberty, and is manager ot tbe Leagae, de clared tbat if tbe wh'tes discharged the blacks for Radicalism, there would be some burning and bloodshed.

The prominent candidates for nomination by tbe Democratic party are Seymour, McCleUan and reudieton. one of the two lormer will be sustained by tbe party East, while the lat ter is believed to be tbe unanimous choice of tbe great West. The Radicals will take np either Grant or Cbase, and the bastard Con servative party, headed by Seward and other members of tbe bread and butter brigade, will uniaii me banner oi Andrew Johnson.

Gen. Pope's Case. President Johnson will lay before his Cabi net lo morrow tbe action ot Uen. pe in keeping open tbe election in Georgia, beyond tbe time designated in bis notice. At tbe close of the election, Gen. Pope issued an order for its continuance ou the 1st aud '2d of November. This order is regarded by tbe President as a clear viola tion of the law, and it is understood that steps will be taken to have an investigation before a proper military tribunal. From Nashville. On yesterday, a few miles from Chattanooga, Adolpb Deuteh was murdered in cold blood by a negro desperado. named Andy Williams, ine murderer and his victim had started from Chattanooga for the purpose of liudiug a couple of watches, which bad been etolen and secreted by Williams. The Senate today reconsidered the bill prohibiting distinctions of color by railroads in the couveyauce ot passengers.
