Battery 5th ArtiUery, and Company 33d Infantry, which have been on duty in thia city, left last evening on the Jackson cars for Atlim Georgia, to report to Gen. JST It is the general remark that the duties of the Shrievalty have been, during this trying and exciting election, and tedious count of votes, performed by Dr. Avery and his deputies with the most scrupulous impartiality.

We have heard of none making complaint, except such as were desirous of breaking the peace or of committing some unconscientious act, and who were restrained from it. Sheriff Avery has made a multitude of friends among those who were heretofore by no means par tial to him, and even those who are loth to hnd any virtue in a political opponent, or former foe physical contests, must admit that the rights of the voter have been as care fully secured by him. in this election, so far as it lay in his power and province to uo so, as ever before. His deputies were every where vigilant, yet unobtrusive. They re ceived universal commendation.

Another evidence of the. remarkable healthfulness of this city and the alluvial region around it, and yet of the mevitableness of the death to which all must succumb, another proof of the rich reward afforded to industry and systematic habits, another instance of the triumph of mind over matter, and of the power of intel lect in whatever department it may be made to exert itself, is afforded in the life and death of this old citizen. Laurent Millaudon came here so many years ago Uiat, were he not known to have been born 82 years ago in France, one might almost regard him as having been present at the birth of Louisiana, as he was present at its birth as a State. He was of slender physique and apparently weak constitution, but he lived to bury three generations of men, and laid up by agricultural iabors and in real estate in vestments which he kept always active, probably 12,000,000 in property, and yet was always a modest, retiring and unambitious citizen, living comfortably but quietly, and honored, though not seeking honor from his iellow citizens.

The Academy of Music There will be a splendid entertainment at this popular place of resort this evening. Beside the humorous and varied 0U0 performances, in which are introduced the unrivalled burnt cork combination, led by Bloodgood, Parker, Ey man, and Schoolcraft, there will be delihtfni given by the Taylor and Utile Master Seymour. Under him and his orders," qualified only by the requirements of these acta themselves, the election took place with no limitation of power, and no appeal except to Gen.

Grant. The object to be attained in thia particular case was, that there should be as complete and as fair a vote by all who are entitled to it under registration and the laws of Congress as was practicable. There were an immensity of obstacles in the way, and these were peculiarly difficult of comprehension and adjustment by military men. But the instinct of the gentleman, and the directness of the soldier, form an excellent guide for all merely political perplexities, and Gen. B.

has so conducted this as to do very complete justice to all. Some of our friends were disposed to complain of the orders issued during the day of Saturday by Gen. which bo facilitated the reception of votes in affidavits of lots of registration certificates the order enly reiterated the words of the law. If these negroes imported from St. Charles, St.

James and St. Bernard, and who had voted there on genuine certificates the day before, were enable 1 thus to vote here on false affidavits of loss of papers which never existed, it was not the fault of Gen. but of the law. The remedy is to track up each false voter and each case, to expose the party which has brought them in, and to prosecute the villains who thus violate the law. We mean the white villains not the poor negro, unwittingly used as a tool.

iy The Radicals have carried the Le gislature of Connecticut in both branches uuiwuusianaing the increased majority with which the Democratic candidate for Governor was elected. The negro suffrage bill is again defeated, because the Kadicals have not two thirds in either House. The constitutional amendments in Connecticut must pass two Legislatures first, by majorities of the two Houses, and secondly by two thirds of both Houses. Last year the Radicals had majorities, notwithstanding' the Governor was Democratic. This year they gain several members and retain majorities in both Houses, but not two thirds.

So the proposition is defeated. The representation in the Connecticut State Legislature is peculiar. It is not apportioned according to population, but divided among townships, without regard to population. All the old townships, without regard to the number of inhabitants, send two representatives each. Some new towns have been formed, which have one each granted them, but no increase has been allowed to increased populations.

The largest places in the State, such as ew Haven, with 50,000, and a' Democratic majority of 2500, have only two members, while there are fifty towns in the State, each with less than 1000 inhabitants, which send a hundred members in he aggregate: twice the population that have only two. It is by these small towns that the Radical majorities, although a minority of the whole people, maintain the control of the Legislature. We have not noticed that the Radicals in Congress, who have been hot foot for reorganizing Maryland, on the ground that by the apportionment of members of the Legislature among the counties a part of them gets an undue proportion of political power, have taken this Connecticut case into consideration where a thousand men have equal political power in the Legislature with 50,000. Perhaps the reason for this abstention may be found, that in Maryland the sup posed sufferers by apportionment are Radicals, while in Connecticut it is the Radical thousand that suppresses the power of the Democratic 50,000. Circumstances beiue altered, principles lose their force.
