It would be expecting too much of the sagacity and unselfishness of mankind, to imegine that corruptions will not enter Unto the administration where municipal government is conducted by strangers to people the laws and institutions of the land, and Jby those who- have, "no abiding interest in the welleing and 'well doing of "the State. We do not wish to be understood as intimating tl at our municipal government has not been administered of late as well as might have been expected of officers little acquainted with the interests they have been called upon to supervise, and having no permanent identity with the prosperity of the city, but we do wish to be understood as saying that if any people desire to prosper they must have a larger share in the conduct of affairs than has fallen to the citizens of the State or city. In respect to Acting Mayor Hojt, we have no hesitation in stating that, in onr judgment, ho has administered the office as wisely as any one could have dene who was so new to the people and the history of the city legislation, and we believe he has done bis duty impartially and justly, according to his opportunity of familarizing himself with the requirements of his posi'ion He will leave many friends behind whenever he leaves us, and good will go with him wherever he goes. It was in conformity with the general principle laid down by Gov. Wells, that he would call to his aid the ablest and purest citizens of the State, that the nominations to the bench of the Supreme Court were made, which have met with so general an approval from people of all parties and shades of opinion.

And it is in furtherance of this same policy and that of selecting his appointees from persons identified with us ia interest and by long residence, that he has tendered the office -of Mayor to Dr. Hugh Kennedy, whose name has been familiar with the people of New Orleans for a third of a century. During nearly all of that time he has been before the people as a public writer of decided opinions and consistent purpose: It is not to be expected that any one could pass through the boisterous and sometimes hitter epochs that have signalised the period of Dr. Kennedy's pub-lie life, without having given and received blows which leave a sting in the memory after the occasion of them has parsed away. But it must be admitted that those dealt by the Doctor were openly given and that he took from his adversary in a manly spirit the return of favors which he right heartily bestowed.

It is scarcely possibly that malice can abide in such a nature; he always had a happy way of getting rid of it and if he should accept the office, we bespeak for him a fair trial upon the merits of his administration premising that if anything is to be done in the way of reform there never was a man better irot up to do it thoroughly. If that is the business in hand, the Governor may congratulate himself upon having put his trust in the right man for the times, and we believe the people will equally congratulate themselves upon the manner in which it will he done, and the completeness of the job when finished. If we are rightly informed, the Executive of the State and the military are in accord in this If so, it is a ground of hope for the future it is a great satisfaction to feel that have fallen upon times when the military and civil rulers will combine their powers to lift the city and State out of the slough of despond. Gen. Hurlbut will win the lasting gratitude of the people for his good wishes and friendly help in this great undertaking, and if the citizens most interested in the success of good government will come forth from their seclusion and lend their assistauoe in measures inaugurated for their own good, we shall not despair of seeing this great commercial capital gradually rising to the exalted position from which she has fallen.

It is no time for those whose all is at stake to hold back. If they will not take upon themselves the responsibility and the inconvenience of public business, strangers will do it for them, and they will have themselves alone to blame, if what is done without interest is done without care. Oar only fears of the complete success1 of tho movement arise from the reluctance which many of our citizens, who are the best qualified to superintend public business, have shown for that kind of employment. It has been an habitual reluctance, which in old times degenerated into indifference. Thia should be thrown off.

Public affairs have suffered from it when the wealth of the city could, hold it up in despite of unwise legislation. It is not so now. The best husbandry of our resources will scarcely enable us to float over the breakers that are around us when a prospect of better things is held but for us, and a way of escape from disaster laid open, to sleep on in stolid insensibility until what is left is engulfed forever, would be little short of suicide.
