Job security amid competition from the Japanese top the agenda for the negotiations.

Before Bieber's handshake with GM Vice President Alfred Warren, hundreds of UAW members from several states marched outside GM headquarters carrying signs and chanting slogans including, "One-two-three-four, shove Roger off the 14th floor," a reference to GM Chairman Roger Smith's offices in the GM building. Tomorrow, negotiations begin at Ford Motor the world's most profitable automaker. Ford has 109,000 UAW members in this country. Contracts covering workers at the two companies expire at midnight on Sept. 14.

Chrysler Corp. negotiated its last contract in 1985 and doesn't return to the table until 1988. JOB SECURITY IS THE main issue in this year's talks, which will be the last at GM and Ford before a small army of Japanese-owned auto plants are in place and ready to make 2 million cars a year here by 1990 "Our members are contributing significantly to the domestic auto industry's gain in quality and productivity and they are entitled to know they have a future in the industry," Bieber said before the talks began. "U.S. communities that have likewise nourished the growth of GM and Ford have a right to know they will not be abandoned by moves on the part of these companies to exploit cheap labor overseas." Both Ford and GM are importing cars from Mexico and Korea, where workers earn a fraction of the average $12.50 an hour in wages and up to $12 an hour in benefits paid to U.S.

workers. BOTH AUTOMAKERS are examining the parts they produce to see which could be purchased more cheaply from outside sources, including foreign producers. Combined with technological advances that have made robots and other forms of automation commonplace in auto factories, the companies' search for cheaper parts and small cars is resulting in smaller U.S. payrolls. The threat of job losses is more severe at GM, which makes 70 percent of its parts and plans to close 16 plants and eliminate more than 30,000 jobs by 1990, but it is also foremost among workers at Ford, which makes about 50 percent of its parts.

The contraction of the workforce is occurring as GM and Ford earn multibillion-dollar profits. While GM's $2.9 billion 1986 profit was down from 1985, Ford earned a record $3.3 billion in 1986 and has nearly matched that total in the first half of 1987. Vet both say they need to cut costs aggressively and increase efficiency and quality to compete with foreign automakers, particularly Japanese companies such as Honda, Toyota and Mazda, which have won a loyal following among a growing percentage of U.S. buyers. "ALL OF THIS ACTIVITY translates into one simple thing for our members job insecurity," Bieber said.

"That insecurity threatens not only the economic base of many communities but ultimately the relationship we in the UAW have built with the companies over many decades." Sometime before the deadline, probably in August, UAW leaders wil choose one of the two companies as a strike target, with which it will focus efforts toward reaching a settlement while the other company watches and waits. Traditionally, once a settlement is reached with the first company, the union then tries to force a similar contract on the others. In 1984, the UAW chose both companies as targets and eventually carried out a short strike at a selected number of plants that made GM's best-selling and most profitable cars.
