Raymond II. Inafuku, 83, of Wahiawa died Wednesday in Queen's Hospital. He was a retired supervisor for Dole Wahiawa Plantation Experimental and Research Department and active in community service.

He graduated from the University of Hawaii in 1930. Mr. Inafuku was honored for his work for the Leilehua PTA Charles ft. Klenske, 74, a longtime leader in Hawaii's financial community, died yesterday at his home. Graveside services will be next week at the National Memorial Cemetery of the Pacific, Punchbowl.

In 1983, Mr. Klenske was named trustee of Manoa Finance Co. after the firm went into bankruptcy. As trustee, he developed a plan to pay off the firm's depositors. In 1977, he retired as president of; Bank of Hawaii's holding company after earlier retiring as Bankoh's vice chairman.

He had come to Hawaii in 1947 to become manager of Bankoh's foreign banking unit. Dated this 22nd dav In 1975, he received the emperor of Japan's 5th Order of Sacred Treasure Award; was named Honolulu's Outstanding Older American Man of the Year; and was cited by the State Commission on the Elderly for his contributions to the welfare of the aged. Walter Dods, president of First Hawaiian Bank and one of the principal architects of the state plan that aided the Manoa Finance depositors, called Mr. Klenske "the most honest man I ever met.

I don't think anyone really understands how much heat he took from Manoa Finance depositors who were understandably upset by a situation for which he wasn't responsible." "It was Charley who got them their money back. In the end, all they lost was interest," Dods said. Mr. Klenske is survived by his wife, Hilda; two daughters by a previous marriage, Terry Ann Starke and Roberta Nothom; and three grandchildren. Funeral services with Nuuanu Mortuary are pending.

He helped establish the latter institution in 1960.

He was a member of the Fair Employment Practices Committee under President Franklin D. Roosevelt. President Dwight D. Eisenhower appointed him a member of the U.S. Commission on Civil Rights.

After retiring to Hawaii in 1969, Mr. Johnson developed a prelaw admissions program for the culturally disadvantaged for the University of Hawaii law school. He was a founding member of Alpha Phi Alpha fraternity. Kruger REGISTRAR OF THE SUPREME COURT, Star-Bulletin Staff A visiting federal judge said he will rule later on whether Manuel Fragante was discriminated against when he didn't get a city clerical job because of his Filipino accent. Judge Paul Rosenblatt of Arizona said he hopes to come up with a ruling in the case in three to four weeks. The judge also said the 66-year-old Fragante is very intelligent, has "overcome obstacles in his life" and has had a "distinguished career in the military." But Rosenblatt also said the job Fragante was seeking in the city Division of Motor Vehicles Licensing is a "very intense" one. HE DESCRIBED the office as "almost a boiler-room-type operation," where clerks must deal with the complaining public. Fragante is seeking $16,000 in back pay and $20,000 in damages, contending he was a victim of discrimination when he didn't get the licensing job in 1982.

Fragante's attorney, William Hoshijo, said it was a flawed system and procedures that allowed "even good people" to discriminate against his client. He said, "The procedures prevented a qualified applicant from getting a civil service job. It hurts all of us, and it hurts the city." But Deputy City Corporation Counsel Gilbert Doles said experienced officials determined that Fragante's accent would pose a problem for the public. The clerical job requires workers to deal "tactfully and effectively" with the public and talk to people on the telephone and over the counter, Doles said.
