MOHR SAID the DOE may not deprive its employes, principals included, of their rights guaranteed by the U.S. Constitution. He said the DOE in singling out Cupit "has punished him for the exercise of the most precious of rights that of freedom of speech as well as freedom of association and assembly." Mohr also said, "The DOE has made it clear to everyone else in Cupit's position that it will punish them should they dare to exercise their constitutional rights to speak freely in public on an issue of vital public interest." Mohr said the ACLU legal panel to accept Cupit as a client and will represent him as necessary. He said this may be in the appeal through the union, in informal negotiations with the DOE, or in filing a lawsuit, if necessary. CUPIT'S SUSPENSION was recommended first by Leeward District School Superintendent Liberato C.

Neil Abercrombie yesterday said he has no intention of apologizing for a letter consisting of a two-word epithet he sent to State Board of Education chairman 'No bom Yonamine. The board last week voted to take 'the matter up with House Speaker James Wakatsuki. from staffing the Makiki Library.

The building, the former site of the Hawaiian Sugar Planters Association, is being used as a People's Library with a volunteer staff aided by the City. The school board has voted to accept the building, but there has been no further action because State officials say the City hasn't formally offered the land. That explanation, however, doesn't satisfy Abercrombie. "There's not a single school district in the United States which would turn down free land for a library with 8,000 books already in it," he said. He said he hasn't heard from Wakatsuki yet.

I "Apologize for what?" said Aber-j crombie. I "It's the normal reaction of a red-! blooded American to bureaucratic arrogance," said the Makiki Democrat.
