MANILA (AP) Seven days of continuous winds and rain triggered by Typhoon Olga kept flood waters rising today in Pampanga Province and rescue officials reported the death toll has risen to 86. A National Disaster Control Center spokesman today said the Pampanga River, one of central Luzon's largest, had spawned floodwaters exceeding the 1972 floods, which claimed 364 lives and caused about $150 million worth of damage. However, floodwaters in other parts of the rice-growing plains of central Luzon showed signs of receding today as the typhoon moved out to the China Sea. Weather specialists said the typhoon has weakened to a storm, packing winds of 80 miles per hour off the northernmost tip of Luzon. MANILA (AP) Floodwaters churned up by Typhoon Olga have stranded about 100 film crewmen and three women, including two Playboy magazine playmates, and caused heavy damage to sets of Francis Ford Coppola's $11 million Vietnam war movie, "Apocalypse Now," co-producer Fred Roos said today.

Roos said some of the film crew were in Olongapo City, on Luzon's west coast, about 40 miles from Manila, and in Iba, Zambales Province, a beach resort about 40 miles north of Olongapo. Thefl oodwaters have cut roads to Manila. The driving rains, which have started to subside, have grounded airplanes. Linda Carpenter, Playboy playmate for August, Cyndi Wood, the magazine's 1974 playmate of the year, and Lynda Carter, who appeared in the television series "Wonder Woman," are isolated with crew members in Olongapo, where the U.S. naval base at Subic Bay is located.

ROOS SAID THE storm had heavily damaged a $250,000 set in Iba, but "we will try to shoot today because it's supposed to be sort of a desolate scene anyway." Movie sets at Pagsanjan, south of Manila, also were damaged and "we are trying to find out just how. much," he said. The film, which is supposed to star Marlon Brando, who is scheduled to arrive for his scenes in September, has encountered difficulties. Filming started in March, about three weeks late. Coppola has since been unable to get the U.S.

Defense Department to supply military equipment such as helicopters, and he fired co-star Harvey Keitel, replacing him with Martin Sheen. VlAOE. FRANK 1 Me 34. of 819 A 7th' Ave Honolulu. passed Mi 21 1976.

AT CHAPEL Of HOSOI GARDEN MORTUARY CREMATION TO FOLLOW ARRANGEMENTS BY HOSOI GARDEN MORTUARY. fed! sen mmt raiel Abel Makekau HILO Thousands of new mosquito breeding areas created by recent heavy rains have hampered efforts by the State Health Department to control the pest, according to Dr. Andrew Sackett, district health Sackett said the breeding areas, mostly in the flatlands between Hilo and Puna, range in size from ponds to single cow tracks. "These are more than we can possibly get to," he said. The Hawaii Island Chamber of Commerce recently demanded a more intense eradication program to protect the new Hilo airport, hotels and residential areas from mosqui-tos.

The County Council adopted a resolution requesting resumption of night fogging by the Health Department to kill the pests. Sackett said he has increased, the number of personnel working on the mosquito problems. He said this effort and drier weather already has cut the mosquito population by 50 per cent. He said Health Department employes are using the County helicopter to locate major breeding areas for insecticide treatment. Sackett said the night fogging program was stopped because the insecticide caused severe problems for asthmatics.

He said the dense clouds of insecticide also posed traffic hazards. Dated: Honolulu, Ha NOTICE TO SUBCONTRACTORS OR MATERIAL SUPPLIERS OF W. VON, INC. ON CITY A COUNTY OF HONOLULU JOB NO. F-886-74 (DEPARTMENT OF PARKS AND RECREATION JOB NO.

The government also complained that its defense assistance agreements with the United States do not give the Philippines enough help to combat internal subversion. In a speech at the 18th anniversary meeting of the Mutual Defense Board, Undersecretary of Foreign Affairs Jose O. Ingles foreshadowed Philippine demands- in talks scheduled here for mid-June on the American use of the bLS6S U.S. Ambassador William H. Sullivan, however, contended continued deployment in Southeast Asia of "substantial and well-armed U.S.

Air and Naval forces" has dispelled uncertainty, following the collapse of U.S.-backed regimes in Indochina last year, about American determination to "defend its interests and to stand by its commitments in this part of the world." Both sides agreed the talks would produce a new agreement covering the bases. Under the old one signed in 1947, the United States leased the bases for 99 years. In 1967, the term was reduced to 25 years. Vital Statistics Carolina Cortex Jacob. Makekau, 80, of Lahaina died May 12.

Services were held at Bulgo's Mortuary. Burial was at the Lahaina County Cemetery. Mr. Makekau was known to residents and hundreds of thousands of visitors as "Pancho," Maui's best known street character. He wandered Front Street daily, dressed in the same clothes he had worn for years, his hat reinforced with newspapers and held together with pins and Aloha Week plastic leis of many years gone by.

He was one of the most photographed persons on Maui, never hesitating to ask a dollar from each person who approached him with a camera. Among the many colorful pins on his coat and hat were some with slogans like "Take a trip with Jesus." He was often referred to as Maui's "original hippie." Among the many pins, however, there was a crucifix. In a 1969 interview with the Star-Bulletin, he explained it this way: "I'm Catholic," he said, almost as if to reassure himself that when he is gone, those who remain will see that he had the proper services. "And I am a veteran," he added, possibly for the same reason. Mr.
