Friday, Dm. 15, Honolulu Star-Bulletin HI AN To Be on Air in 1980 Group Plans Isle UHF TV Station XCEPTIONAL 1 OFFER BY GOOD Honolulu's first UHF television station to be on the air in 1980 is the goal of John A. Serrao, former general manager (1960-64) of Channel 4 here, when it was operated as KHVH-TV by Kaiser Broadcasting. Serrao left Hawaii to put the nation's first major independent UHF (ultra-high frequency) station on the air in Detroit for Kaiser Broadcasting in 1965. He later helped establish independent, meaning non-network, UHF stations in Cleveland and Memphis.

He is part of a New York-based group that plans to file for UHF Channel 20 in Honolulu as Sunset Communications Corp. It will be a subsidiary of Delta Broadcasting, which operates the Memphis UHF station. Other principals are Robert Connelly and Robert Muth of New York. Serrao said the group is convinced the Honolulu market has grown to the point it can accommodate a UHF station and expects to invest about $3.5 million in the undertaking. By law since the early 1960's all television sets sold in the United States have UHF reception capabilities.

UHF independents, Serrao said, have succeeded by offering alternative program that differs sharply from what the networks are offering in the same time period. For example, the independents program for adults when the networks are programming for children, or on culture when the networks are focused on sports.
