Lieberman is the ranking Democrat on the Senate Governmental Affairs Committee. Since he started campaigning with Gore, Akaka has stepped into that role, which he would continue if Gore arid Lieberman win. And if Democrats control the Senate, Akaka would become chairman of the committee, known for its investigation of campaign finance irregularities of the Clin ton-Gore administration. Akaka declined to talk about these possibilities or reveal his ideas for how he would run the committee, saying only: "I'm not really thinking about it. Ill do my job until it changes.

But I do hope Gore and Lieberman get elected." The committee has been in the limelight under its chairman, Sea Fred Thompson, R-Tena, who has had White House ambitions. Previously, the committee was more Akaka's sort of place no nonsense, out of the limelight Under his leadership, it could easily return to that. American Indian tribes. Some measures of this sort, recognizing Indian tribes or Alaska Native groups, have taken years to move through Congress. Though Akaka has said he long planned the Hawaiian measure as the next step in the path toward reconciliation, he acknowledged that the Supreme Court's Rice vs.

Cayetano decision in February lent a new sense of urgency. The court ruled that it was unconstitutional for a state law to allow only Hawaiians to vote for trustees for the state Office of Hawaiian Affairs. The case also opened the door for legal challenges to other Hawaiian programs, some of which have already begun. Crafted by the congressional delegation under Akaka's leadership, the recognition bill passed the House in September. Although frustrated that the measure is stalled in the Senate because of GOP opposition, he still insists it will pass before Congress recesses for the year, possibly this week.

Akaka said he is not concerned that his Senate challenger, Republican John Carroll, has opposed the bill making it the focus of his campaign. "I don't know what kind of support that would bring," he said with a shrug. Most residents of the state, including Hawaiians, support the measure, Akaka said. Akaka is also especially proud of leading efforts that got 22 Asian-American veterans of World War most of them from Hawaii, the Medal of Honor, the nation's highest award for valor. His 1995 legislation directed the Army and Navy to review service records of Asian Americans and Pacific Islanders who received the Distinguished Service Cross to determine whether their awards should be upgraded.

The 22 veterans, who included Inouye, or surviving family members received the medals in a White House ceremony in June. "I was trying to correct what I feel was a wrong," Akaka said. These efforts have earned him continued strong support from unions, who have given 26 percent of contributions to his campaign. While Inouye, also a Democrat, has far more experience and influence in the Senate, the two men share a low public profile and a taste for working in the background. "1 don't yearn to be in the spotlight," Akaka said. "Many times in the past, I could've been, and maybe I should've been, but I didn't move in that direction." To him, he said, the aloha spirit means that "if anything, you're secondary," because "it's about getting the job done." Reconciiiatory work Since arriving in the Senate, he said, his main goal has been to steadily work toward the reconciliation of the United States with Native Hawaiians. This year, Akaka's determination helped move the Native Hawaiian recognition bill to the brink of passage within three months of its introduction.
