filed suit in the district court here today against Samuel Smith and 17 other defendants including the Orsanda Mill and Mining company The suit asks the court to determine the value of various parcels of land in the Willard canyon area and that the court condemn the lands to public use and set up an order granting temporary occupancy The suit charges that the land has been over-grazed and that during 1936 a devastating flood impaired the water system and polluted the water supply and endangered the lives of the citizens of Willard In order to prevent recurrences of such a condition the
