Officials Deny Any Irregularities On High School PWA officials today saw possibility for an end to a walkout of Ogden local 206 Laborers and Hod Carriers Union from work going forward under the bricklaying contract at the new Ogden high school Union hod carriers and mason tenders struck Wednesday August 19 shortly before five labor leaders said The labor union said that it had taken affidavits from six mason tenders to the effect that they had not been cleared through the National Re-employment service office constituting a violation of PWA regulations The PWA said it had a notarized payroll of Thomas Child Salt lake City brick sub-contractor showing that every man employed had been cleared by the local office of the National Re-employment service in accordance with PWA requirements WORK CONTINUES In the meantime brick laying proceeded at the high school as bricklayers with some hod carriers and mortar mixers who did not strike mixing mortar and carying bricks said the PWA Labor union officers claimed a violation of PVJA regulations in allowing bricklayers cleared through the National Re-employment service as such to carry hods and mix mortar PWA countered by saying that men cleared as bricklayers were certainly qualified for the lower classes of work and that clearing through the NRS satisfied PWA regulations as far as they had been able to ascertain Six mortar mixers and three hod carriers labor leaders said walked off the high school job Wednesday They declared that wage discrimination constituted the major reason for the strike The contractor they said paid 80 and 90' cents per hour during the first weekly payroll period to hod carriers and mortar mixers This sum they said was cut to PWA prevailing wage scale of 624 and 8114 cents the following week PWA officials said the contractor has the right to set whatever scale he chooses on a PWA job so long as he stays at or above the PWA minimum They quoted the contractor as saying that men hired during the first week were more skilled than workers hired subsequently and were deemed worthy of the higher wage These original workers are still receiving the higher scale it was contended HIGHER IN SALT LAKE The labor group holds that Salt Lake City contractors pay the higher scale set as a union wage and contend that Ogden jobs should pay the same rate The brick laying at the high school under the sub-contractor Thomas Child was proceeding as a closed shop job until four Wednesday August 19 At that time the National Re-epployment service received word' from him that open shop conditions would prevail This was said to be approximately one hour before the strike was called Union representatives claimed they went to work under protest following the change in wage scale and later staged
