farmers and other Individuals owning and operating trucks for transportation of farm products will be required to have a certificate of necessity issued by the central office of defense transportation to operate on farm haulage after Nov 15 Without the certificate the farmer can not get the gasoline he will need but with the certificate his fuel problems will be easier to solve Pair From Logan Representatives of Morgan Davis and Weber lucounties met with USDA the federal building today to hear a discussion centering around A Kilborn and Clifford Collins who came here from Logan from the state USDA war board office to appeal to county officials for plans to help the farmers in filling out highly complicated application forms that they must submit to the central office of defense transportation in order to get a certificate of necessity Program Outlined One step the meeting evolved was a program on the part of the extension service to provide all farmers under their jurisdiction with mailed information that they hope will be explanatory enough to make the application forms clear As the officials realize that time is short and there is apt to be trouble in getting the applications filled correctly they feel that all-out efforts must be made at this time so that the millions of applications from all over the nation will have time to clear and get back before Nov 15 Will Go By Mai Applications for certificate of necessity will be mailed to all farm and truck owners from records on hand at the license bureau and these applications will then be sent to the central office Judgment on the applications will be based on the amount of haulage done in 1941 and an average allotment will be granted from those records for the rest of 1942 and the first half of legitimate theatre They rehearse without their props and gestures which causes raised eyebrows among visitors to the -Universal set where "Shadow of a Doubt" Is shooting They see Cotten and Miss Wright cordially shaking hands with each other over and over again in one corner or Joe talking earnestly to a paper napkin (which plays an important part in the dramatic film) or Miss Wright popping champagne corks High point of realistic rehearsing came the other day when Joe had to learn a scene In which his speech (seven minutes long) was interspersed with drinking He sat solemnly at a table read his speech and drank from a glass which was refilled by the prop man who was just as solemn as Joe about the business Fourteen times Joe drank and spoke before he was satisfied with his timing But one of the visitors a pious and portly was most upset after watching Cotten Off she went to report this disgraceful conduct to studio officials She felt pretty shabby when they told her the
