The suit specifically argued that the Navy was not considering the latest research techniques to review an environmental statement it had used to start the Clam Lake facility before it was shut down temporarily in 1978. The court order halting construction was overturned by the 7th Circuit Court of Appeals in Chicago after the Navy argued ELF is necessary to national defense.

The Navy says it needs the miles of antenna from its transmitter at Gam Lake in Ashland County to send coded signals to nuclear-missile submarines at sea. Critics have said the surging waves from the antenna can be damaging to wildlife and humans. Chapman said that when those arguments were originated in the 1970s, "there was little evidence" to support the suspicions. "Now there are nearly a dozen studies linking low-level radiation and cancer," he said. He advised the group to watch reports from radiation research, and suggested studies be made of persons living near the antenna that is strung for miles from utility poles.

HAYWARD (AP) Persons living near the Navy's ELF radio equipment ought to be tested to determine if their health is being harmed by low-radiation radio waves, a student in epidemiology said Sunday. Larry Chapman, a University of Wisconsin student, said scientists are uncovering evidence that extremely low frequency (ELF) electromagnetic waves may cause cancer. Chapman, a graduate student in occupational health, made the report for the annual meeting of Stop Project ELF, a Madison-based group that has tried for years to stop the Defense Department's development of the project. Runner collapses in race, dies MADISON (AP) For the second time in two weeks, a participant in a fund-raising run collapsed and died in Madison. Patrick Egan, 59, of Waupun collapsed just after 11 a.m.

Saturday while competing in the five-mile Crazylegs Run, and he died about three hours later at the University of Wisconsin Hospital, authorities said. State space teacher finalists chosen MILWAUKEE (AP) A fourth-grade teacher from the Milwaukee suburb of Brookfield and a physics teacher from Tomah have been chosen to represent Wisconsin in NASA's "Teachers in Space" shuttle flight.

The two were chosen from among 304 Wisconsin candidates for a shot at space flight Jan. 22, 1986. Ellen Baerman, 53, a fourth-grade teacher at Wisconsin Hills Elementary School, in Brookfield, and Larry Scheckel, 43, a physics teacher at Tomah Senior High School, will go to Washington for a June workshop. A national review panel will recommend 10 teachers as semifinalists. One primary and one backup teacher will be selected for the 1986 mission.

A I DS test accuracy is confirmed MILWAUKEE (AP) The reliability of a test to determine whether patients have AIDS has been confirmed by researchers at the Medical College of Wisconsin and the Milwaukee County Medical Complex, a school official says. Michael W. Rytel, chief of the Infectious Disease Section at the College, said the new test is important because no previous test had been able to determine if a patient had acquired immune deficiency syndrome. Lorraine Maly Town Clerk Earl seeks sports arena tax break MILWAUKEE (AP) A bill to grant tax breaks for a new sports arena near Milwaukee County Stadium may not have the wholehearted support of Milwaukee's delegation to the Wisconsin Legislature, a committee chairman says. Rep. Richard A. Shoemaker, D-Menomonie, said some provisions of the proposal may be controversial, and this could mean some of the wisdom of building a new arena at the stadium and drawing business away from the city's downtown Arena. "Coming from the governor's office, this bill will have a high priority in the committee," Shoemaker said.

He said he knew of no legislator sponsoring the bill as of Saturday. the legislators from Milwaukee are reluctant to endorse the plan. Gov. Anthony S. Earl was reported to have asked that the measure be introduced Tuesday to the Assembly's State Affairs Committee, of which Shoemaker is chairman.
