9.) 1 OC 0 c. 2211 HILOThe County! Council yesterday authorized the administration to put the Hilo and Kona bus system out to bid on a performance contract. The move, after months' of debate and delay in deciding operation clears the way for the administration to begin setting up an Operating structure. Eight of 15 buses already have been shipped. THE PERFORMANCE contract, preferred by private bus operators, calls for a single bid on a costper-bus-hour basis.

The administration had proposed a cost-plus contract, which would have required separate bids on the actual operating costs and the management fee. Councilman Dante Carpenter voted against the pernrmance contract, claiming it will leave the County with inadequate control over the operation. The Council also approved Mayor Herbert Matayoshi's proposed creation of a transit coordinator to replace the position of transit manager, currently held by Walton Wood. Action was deferred on the recommendation at a board meeting Aug. 29 so interested groups could attend the meeting.

The board will meet at 10 a.m. in the conference room of the State Office Building. The moratorium is requested because the DLNR and the Defense Department are in the process of transferring control and management of certain lands in the crater. The State Division of Parks is planning development and use of the crater for recreation. Affected by the moratorium would be the Valiants the Sunshine Festival the Festival Inc.
