The purchase from Richard Eaton of Bethesda, Md. is subject to approval of the Federal Communications Commission. The new owner is Mid-Pacific Television Associates, a general partnership consisting of Hawaii-Nippon Communications Inc.

In doing so, the federal regulatory agency cast aside the objections of the Treasury and Federal Reserve Board, which opposed the proliferation of financial-instrument futures as possible impediments to their debt management operations. Yesterday's unanimous action by the commission also quieted fears in the futures industry that the agency's new chairman, James M. Stone, would try to cool the sharp rise in commodity trading in recent years. The CFTC authorized the American Commodities Exchange, an offshoot of the American Stock Exchange, to trade in 90-day Treasury bills.

Another New York futures market, the Commodity Exchange, was also permitted to start trading in these Treasury bills and is expected to do so in about a week. To prevent conflicts in Treasury bill deliveries on the American Commodities Exchange and Comex in New York, the CFTC said the contract maturities would be a different series of four delivery months each year. The Chicago Board of Trade was granted permission to trade futures in Treasury notes of four-to-six-year maturities.
