It seems to me that a man is a second class citizen if he wants to -but cannot-see and hear what his government is showing and telling other citizens on TV. The same man has an equal right to learn via TV what critics of his government are saying. But I am even more surprised that the courts and already existing government regulatory agencies have not ruled that no one is free to permanently degrade the quality of TV reception available to someone else. Indeed, the Federal Communications Commission does move very quickly against anyone who interferes electrically with anyone else's TV reception.

But why does nothing happen when someone puts up a building that interferes with the quality and quantity of TV service available to others? It seems to me that anyone who interferes in any way with another person's TV reception is damaging the latter's property. Certainly 110 construction should be approved until it is determined whether it will degrade existing TV reception. If it is found that reception will be degraded, then the people who want to put up the interfering building should be made to guarantee that they will do whatever is necessary to prevent such damage. And no building should be allowed to go up until it is known how well TV viewers in that building will fare. Real estate salesmen should be required to tell potential occupants everything they should know about TV reception in the building, i.e.

how many channels can be received and how clearly. I believe the government's obligation to control pollution of TV reception is just as genuine as its responsibility to control any other kind of pollution. And any government funding of TV should always include some money earmarked to expand the availability of government-aided TV until it is available in each home that can or could receive any TV signal whatsoever. I found Sunday's "Jerry Reed Variety Show" on KG.MB very pleasant. Reed writes very funny stuff.

The winning play is to continue the diamond by leading the ten at trick two instead of thinking about other finesses. After East is forced to take his diamond king, declarer is assured of four diamond tricks, two hearts and a club. This totals seven tricks and, since his finesses always work, he can now take the spade finesse to score his contract.
