The new rules permit a licensee to use his own repeater station while he is operating mobile or portable, provide for auxiliary link stations to be used when terrain makes multiple-hop control links necessary and provide for wire remote APPROXIMATELY one-half of each amateur VHF band and 8 MHz of the 420 MHz band was authorized for repeater usage, and 145- 148 MHz will be opened to technicians. The new rules also limit effective radiated power and require that the licensee maintain supervision and control of both technical and operational performance. The rules also provide for automatic identification of repeater stations by phone, as well as by CIV. Because of the numerous violations of rules regarding interconnection, it may be necessary to examine the use of auto patch facilities and possibly restrict the use of such devices in the amateur service.

These new rules become effective October 17, 1972. Full detailed information from the extensive docket is scheduled to appear in the October issue of QST. Reef Plans Defense, Tonga Says Special to the StarBulletin NUKU'ALOFA, Tonga Mercenaries from the United States are being recruited to protect the "Republic of Minerva" from the Kingdom of Tonga.

The Tonga Chronicle, the government-owned newspaper, said it had received information that Morris Davis of Australia, self-proclaimed president of the "Reef Republic" established in the remote South Pacific last January, had stated he would send his soldiers to Minerva to protect it from attack by Tonga. Davis claimed Tonga's annexation of the Minerva Reef last June constituted an invasion. The Tonga government claimed prior rights to the reef through its utilization as a fishing base over the years. Minerva Reef is located about 1,000 miles north of New Zealand and 400 miles southwest of Tonga. Mariners have known it for the past century as a graveyard for ships because many vessels went aground on its virtually uncharted coral formations.

The new "republic" is a consortium of members of the Ocean Research Foundation seeking to establish a haven on the remote South Pacific Thland. Members are from the United States, Australia, New Zealand, Great Britain and several Latin American countries. i 4.
