"Before the secretary of agriculture under the powers conferred upon him by the act issues any regulations he will consult the groups con cerned He will obtain their suggestions and recommendations on such points as: Should production or acreage control be undertaken on a given commodity? If so what proportion of reduction should be made? What method would best ac complish the reduction? Should a processing tax be levied on the commodity? if so how much sould the tax be? What could be accomplished for the commodity by trade agreements? "While the act was before congress Secretary Wallace in discussing it said "the philosophy of this bill as I see it is to enable producers and processors -to work together in bringing order out of the present chaos They are given the opportunity to work together to make adjustments in production and prices that are fair to the producer harm no legitimate interest of the processor and maintain the just Interest of the consumer The normal situation as I see it is one in which the producers and processors working together- are able to draw on each others knowledge and experience and with the centralizing power of the government use that knowledge and experience in such a way as to adjust production to consumption intelligently and HEARING NECESSARY "Hearings are necessary for each commodity because the program must be applied differently to different products A method' that might' successfully regulate produc tion and increase the price of wheat might not accomplish the same purposes for cotton or hogs The individual characteristics and needs of the different commodity groups must be considered in choosing methods and in applying them and other economic conditions will change from time to time and the application of the program must be altered to meet these changes Hearings on the different commodities will keep the secretary of agriculture and the other well at the close of her lactation period it is 4 an indication that she is a good cow but if that is the case this is no excuse for the not drying her up If the cow is hard to dry off the first thing to do is to change her feed If she is on pasture getting good green feed lock her up in a dry feedlot for a few days take her green feed away from her and milk her at Irregular Intervals If in the winter when the cows are In the bam all the time the first thing to do is to take away the grain Change the hay ration from alfalfa to timothy or some other food that Is not so palatable and milk at irregular intervals With cows that are producing only about ten pounds of milk per day It is not necessary generally to do anything with them except stop milking them or milk at very irregular intervals With cows that are producing as much as from 15 to 20 pounds a day either one of the first methods mentioned may be employed to get satisfactory results The idea that is prevalent in the western country that when a cow is dry she needs very little to eat Is wrong and the sooner this practice Is eliminated the better off the dairymen will become and the greater production they will get from their dairy To produce milk is just as much a tax on the system of the dairy cow as hard work Is on the average draft horse and for that reason it requires considerable energy and nutrients to keep up the body It has been proved beyond question that cows when dry for a month to six weeks are much better producers than if milked up to within two weeks or a few days of their calving time
