COVERS TIMBER AREAS Rents in Utah Defense Areas Will Be Put Under Regulation on August 1 COMPANY LOSES EQUIPMENT IN REFINERY BLAZE Flames Attack Plant of Tri-State Concern West Ogden Arrives Safely in South Sea Islands Will Be Stabilized at March I Levels in Three Cities The regional office forest service at Ogden has recently been advised that the War Damage corporation is now prepared to insure standing timber against loss and damage from enemy action and counteraction by American forces Effective July 1 the regulations of are amended to include the following: "Rule Standing timber may be specifically covered provided the application (WDC form No 2) or the schedule attached thereto sets forth separately the description location and amount of coverage of the standing timber to be so covered No limit of coverage shall be applicable The rate for such coverage shall be 15 cents with 100 co-insurance mandatory In any such case the fiduciary agent shall attach to the policy the following form of endorsement: -This policy is hereby extended to cover the standing timber described in the application (and the schedule if any) which is attached to this policy All other terms and conditions of this policy remain This means that private owners of timberland may now obtain war damage insurance at a premium rate of 15 cents per $100 per year without limit It is understood that only timber of merchantable size will be insured Applications will be accepted in all parts of the country by the local agents of the private fire insurance companies Additional information regarding this insurance may be secured through the forest service or from the War Damage corporation Washington or local Insurance agents WRECKAGE Fire raged Tuesday evening at the Tri-State Oil Refining Co Provo area includes all of Utah county with a population of 57382 Tenants in the new areas on paying their August rent are to pay the rent which the same quarts Irs were bringing on the maximum date the only major exception being where the quarters have been substantially1 changed by a major capital improvement This does not mean ordinary repair and maintenance but changes such as the addition of a bathroom completion of rooms in the attic or something materially changing the character of the living quarters Two Regulations Two maximum rent regulations will be issued one for control of hotel and rooming house rents and the other for housing accommodations other than hotels and rooming houses i In setting maximum legal rents for rooms In hotels and rooming houses the maximum rent date principle is used with a slight variation Instead of holding all rents to a single date the maximum rent date of March 1 as is done for houses flats and apartments a SO-day period ending on the maxl- dium rent date is used and the taxi'mum rent for any room is the ighest charged during that period Term of occupancy that is by day week or month and number of occupants of any room are taken into account in setting maximum rents for rooms 1 Both regulations call for registration by landlords of all quarters rented or offered for rent before midnight of September 15 Provi-eions for registration departments The county unit which had jurisdiction over the situation sent its large truck and set up two lines of hose The city department cooperated and sent its large pumper Outbreak at Vat That the fire was was the county report when it reached the scene It was stated today the fire started at a large vat which was heating tar the tar boiling over and running down the sides of the vat where it was caught up in the flames from the heating fire below The county unit reported the main effort was directed toward preventing further spread of the flames in the direction of two other large vats REPORT LAUDS WEBERBOURSE Commission Commends College on Terminal Program A report from the commission on junior college terminal education of the National Association of Junior Colleges commends Weber college on its terminal courses The commission said that the college during the past year centered its efforts upon the development of terminal courses in art orientation general metals engineering conservation of wildlife cooperative technical program for workers at the air bases chemistry English accounting and a follow-up study of the 1938-41 terminal graduates Experiments and tryouts were conducted at Weber college and workshops were held in the of California at Los Angeles and Berkeley also Peabody university at Nashville Tenn Ten faculty members under the leadership of President A Dixon spent one quarter at one of these institutions developing courses On their return they aided in the revision of the terminal courses at the college The report stated that the other junior colleges of Utah were influenced by this study Considerable aid was given the Northwestern Accrediting association in setting up better standards as another result of this research Next year the college will continue to gather information regarding procedure in the building of courses In terminal education and the criteria for the establishment of new courses The committee directing this study Includes A Dixon chairman Stevenson John Benson A Clarke Ralph Jensen Lorenzo Peterson Davis Clarrisse Hall Hv Handley and Reed Swenson At present A Dixon Anderson Cluster Nillson and A Clarke are at Los Angeles developing the study Neville is continuing the follow-up of terminal drop-out students type of loan it was pointed out is excepted from the regulations restricting consumer credit converted to a strictly wartime basis according to an announcement by Gordon Weg-geland state director for the FHA in Utah "The president has declared that existing structures are being counted upon to absorb a large proportion of 1600000 war workers who need Mr Weggeland said Lists New Terms Outlining the new loan terms he explained that FHA emodeling legislation designed to encourage needed war through remodeling and conversion of existing structures to provide homes for workers in war production Mr Weggeland pointed out that the new Title 1 amendment should prove of especial interest in Utah where a serious housing shortage has developed in the designated war production areas The new type of conversion are available in amounts up to $5000 for converting an existing structure into additional living accommodations for war workers "This type of loan with a term which may extend to seven years is of first importance to Utahns because of its direct contribution to the war Mr
